Introduction of the Wenatchee Valley Sister -City Delegation — 2016 Student Ambassadors. Mayor Lacy reviewed a list of the 2016 Adult Delegation and Apple Blossom Royalty, that will be traveling to Misawa, Japan in August which included; Head of Delegation - Councilmember Tim Detering, David Kelts, Apple Blossom Queen Kori Martin, Apple Blossom Princess Emily Holmes, Apple Blossom Princess Sami Everhart, Kristen and Erik Holmberg, Maureen Holmes, Suzanne Helgerson, Connie Morris, Felix and Randi Slette, Lauren Dilly, and Julie Middleton -Duran. Mayor Lacy presented Student Ambassador Certificates to the following Student delegates that will be participating in the trip to Misawa, Japan; Juan Carlos Lomeli, Javier Santos Garcia, Filberto Mojica Parra Jr., Brandy Brown, Tara Dilly, Cashmere Princess Krystal Sousley, and Megan Sawyer. Councilmember Barnhart arrived at 6:40 p.m. Mayor Lacy called the meeting to order at 6:42 p.m. ROLL CALL Mayor Steven C. Nick Gerde, Finance Director — reviewed the minutes from the June 21, 2016 Budget Committee meeting. CITY OF EAST WENATCHEE COUNCIL MINUTES MAYOR'S REPORT(S) JULY 26, 2016 Mayor Lacy noted that since the Gateway property on 9 h Street he has been vacated, he has been approached by Staff with requests from the public to use that property for different purposes. He said he wants to keep that property clear, with the exception of allowing public parking during reconstruction of the City parking lot located on Valley Mall Parkway. Mayor Lacy said he has continued to meet with the "Our Valley, What's Next" group, and many items are being discussed. He said he will not address Council at this time regarding those items until decisions have been made. CONSENT CALENDAR Items listed below were distributed to Councilmember's in advance for study and were enacted in one motion. Council Action: A motion was made by Councilmember Barhnart, second by Councilmember Raab, to approve the Consent Calendar as presented. The motion carried, 4-0. 1. Consideration of Minutes — Regular Session, July 12, 2016 2. Consideration of Payables i. 2016 Payables — As of this date, July 26, 2016, Council does approve check numbers 46222 through 46225, and 46244 through 46292 in the total amount of $165,728.26. No payables checks were voided. 3. Advertising Services Agreement with Town Toyota during Wings and Wheels ACTION ITEM(S) 16-07-06 Consultant Selection Approval and Agreement for Professional Engineering Services for the Design and Contract Administration for the 5th Street Sidewalk Proj ect. Presented by: Greg Pezoldt, Public Works Director Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Buckner, to approve the selection of Forsgren Associates as the most qualified consultant for the 5t' Street NE Sidewalk and Stormwater Project, and to approve the Consultant Agreement for design and bidding not to exceed $66,890. The motion carried, 4-0. 16-07-07 Agreement GCB 2443 Between WSDOT and East Wenatchee for the project administration of the 9th St NE Dual Round -About Project. Presented by: Greg Pezoldt, Public Works Director Mayor Lacy tabled this item for further discussion with the Washington State Department of Transportation (WSDOT). COUNCIL REPORT(S) Councilmember Raab said he has talked to the business community about ideas for the 9ffi Street Gateway Project, and has received signatures supporting his idea of beautification of the property. He suggested 2 CITY OF EAST WENATCHEE COUNCIL MINUTES JULY 26, 2016 producing a questionnaire to be mailed out to the public to find out how people feel, and offered to pay for it if the City could not. He discussed his ideas for beautification of the property. Community Development Director Lori Barnett said the intention for the property is to determine if the building is adequate, and what it could be used for. She said moving to Phase 2 of the Plan is the Council's decision, and Phase 2 will determine what to do with the building. She said we need to get people interested in some type of process, and come up with a use for the property and a preferred alternative. Lori noted that the property has been signed off by the Department of Ecology, and the gas tanks have been removed. Councilmember Barnhart suggested putting it on the Agenda for the next Council meeting, and feels the public should be involved. Mayor Lacy said he has put out a request to the business community to see if they are interested in forming a Business Association, and wonders whether or not the current building could be used for such a purpose. He noted that he does not support Councilmember Raab's idea 100%, but he does agree with doing some type of beautification to the property. He said he would like a decision from Council at the next meeting whether they want to make all the decisions, or if they want the public to be involved. Mayor Lacy said he has been raising some awareness about this, and he would be comfortable with the public weighing in on the decisions so we got the blessing of the community. He said a discussion will be held at the next Council meeting about whether or not we will continue to follow the Task Plan that we have been working with. Mary Jo Warren, 1401 N Devon Ave., East Wenatchee, submitted a Website report of a general concern regarding the decision to reverse the fireworks ban, July 13, 2016. Ron Cridlebaugh, Economic Development Manager, Port of Douglas County, submitted a letter noting the next Economic Leadership Roundtable will be held on August 5, 2016, from 11:45 a.m.-1:30 p.m., July 15, 2016. Donna Van Doren, 509 19tt St.NE, East Wenatchee, submitted a letter regarding the support of a fireworks ban in East Wenatchee, July 19, 2016. Dan Wheat, 905 12th St.NE, East Wenatchee, submitted a letter of concern regarding the 9tn Street/Sunset Highway, and Valley Mall Parkway roundabout Project, July 23, 2016. Robert Zimmerman, 10tt Street resident, East Wenatchee, submitted a letter of concern regarding the traffic on 10ffi Street NE, and a Wenatchee World photo of a car accident that occurred on that Street, July 24, 2016. Tim Arens, 773 10t' St.NE, East Wenatchee, submitted a letter of concern regarding the traffic on 10'i' Street NE, and a Wenatchee World photo of a car accident that occurred on that Street, July 25, 2016.
