He noted that Police Officer Mike Robins, not present, would also receive a Certificate of Recognition for ten years of dedicated public service to the City of East Wenatchee. DEPARTMENT REPORT(S) Greg Pezoldt, Public Works Director — Construction Report Mr. Pezoldt reviewed the Construction Projects Status Report for June 2016. Lori Barnett, Community Development Director — Alcoa Working Group Update Lori noted that on December 9, 2015, the Tri-Commission held a public meeting to address the Alcoa plant curtailment. Councilmembers Detering and Barnhart attended on behalf of the City of East Wenatchee. She noted that as a result of that meeting a staff level committee was created, which have met several times a month since December, with the focus of the group divided into three categories: People, Plant, and Future. She reviewed each category, and asked Council if there is interest in having another broad based community meeting to review what has been accomplished. The Council expressed support for another informational meeting, and Councilmembers Detering and Barnhart said they would represent the City. Lori Barnett, Community Development Director — Medical Marijuana Lori reviewed a Medical Marijuana PowerPoint presentation. The Planning Commission recommends a moratorium on cooperatives, and asked for direction from Council whether to allow medical marijuana cooperatives or enact an outright ban. She noted the next step will be consideration of a moratorium at CITY OF EAST WENATCHEE COUNCIL MINUTES JUNE 14, 2016 cooperatives or enact an outright ban. She noted the next step will be consideration of a moratorium at the June 28, 2016 Council meeting, including a work plan, which will be modified based on Council direction regarding a potential ban. Mayor Lacy asked the Council to provide feedback regarding the potential for a ban. Following the discussion the majority of the Council suggested a ban, but would like to hear from the community. Community Development Director Lori Barnett distributed and reviewed a memorandum, packet, and report on the Gateway Project from the Planning Commission May 6, 2014 workshop, and a Gateway Project Scope of Work (Draft 5/26/2016). She noted that the City Project Team is currently on Task 1 — Evaluation of Site and Buildings to be conducted by City Staff. Mayor Lacy mentioned that the scope now includes a dollar limit. Councilmember Johnson noted that the budget was between $250,000-$350,000, and would like the design to be something classy for less than $350,000. Mayor Lacy explained that the plan is to have the plan for the property done by fall with construction in 2017. He indicated he would like to see it complete before work on the roundabout starts. BUDGET ISSUES) Finance Director Nick Gerde reviewed the Financial Report for the month of May 2016. He said the next Budget Committee meeting is being held Thursday, June 16, 2016, at 5:30 p.m., and said four items that are currently on the agenda are the Municipal Court, Transportation Improvement Plan, and the City Hall Campus. MAYOR'S REPORT(S) 2016 AWC Employee Benefit Trust WellCity Awards Mayor Lacy noted several commendations for contributions for the people that serve on our Wellness Committee that have contributed to the ability of the City for a 2% overall savings of costs associated with health expenses of the City. Those people are: Teresa Allen, Marcia Martz, Randy Harrison, Anelva Thompson, Josh Toftness, Harry Raab, and Sam Hilliard. CONSENT CALENDAR Items listed below were distributed to Councilmember's in advance for study and were enacted in one motion. Council Action: A motion was made by Councilmember Detering, second by Councilmember Sterk, to approve the Consent Calendar as presented. The motion carried, 7-0. 1. Consideration of Minutes — Regular Session, May 24, 2016 2. Consideration of Payables i. 2016 Payables — As of this date, June 14, 2016, Council does approve check numbers 45868 through 45869, 45927 through 45929, 45948, and 45964 through 46062 in the total amount of $693,158.71. Payables checks 45808 through 45864, 45867, 45898, 45901, 45919 and 45961 were voided. ACTION ITEMS) 16-06-01 A recommendation to Award the bid for the Valley Mall Parkway LID Parking 2 CITY OF EAST WENATCHEE COUNCIL MINUTES JUNE 14, 2016 Lot Project to Moreno & Nelson Construction in the amount of $531,039.50, and further to authorize the Mayor to sign the contract. Presented by: Greg Pezoldt, Public Works Director Council Action: A motion was made by Councilmember Johnson, second by Councilmember Raab, authorizing Mayor Lacy to sign a contract with Moreno & Nelson Construction for the construction of the Valley Mall Parkway LID Parking Lot Project in the amount of $531,039.50. The motion carried, 7-0. 16-06-02 A recommendation to approve the selection of Gray & Osborne as the most qualified consultant for the 2016 Overlay Project and approve the two consultant agreements in the "not to exceed" amounts of $50,200 for the TIB agreement and $10,300 for the TBD agreement. Presented by: Greg Pezoldt, Public Works Director Council Action: A motion was made by Councilmember Johnson, second by Councilmember Detering, to approve the selection of Gray & Osborne as the most qualified consultant for the 2016 Overlay Project; and to further approve the two consultant agreements not to exceed $50,200 for the Transportation Improvement Board (TIB) Agreement, and $10,300 for the Transportation Benefit District (TBD) Agreement. The motion carried, 7-0. RESOLUTIONS) 16-06-03 A Resolution of the City of East Wenatchee declaring certain personal property owned by the City as surplus to the needs of the City. Presented by: Dana Barnard, City Clerk Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Buckner, to declare certain personal property owned by the City as surplus to the needs of the City. The motion carried, 7-0. Resolution No. 2016-06 A Resolution of the City of East Wenatchee declaring certain personal property owned by the City as surplus to the needs of the City. ORDINANCE(S) 16-06-04 An Ordinance of the City of East Wenatchee adopting a process for being able to exclude an individual from publicly -owned property for engaging in illegal behavior by adding Chapter 9.42 to the East Wenatchee Municipal Code. Presented by:. Devin Poulson, City Attorney Devin said this is a first reading only, he is just taking comments, and will amend the Ordinance language. Mayor Lacy said, without objection, this item will be removed from the agenda, and reconsidered when it is re -drafted. No action was taken. CITY OF EAST WENATCHEE COUNCIL MINUTES JUNE 14, 2016 COUNCIL REPORT(S) Councilmember Barnhart reviewed the Pipeline Washington Association of Sewer & Water Districts newsletter that was distributed, and asked that Council read it. The following reports/minutes were submitted in writing prior to the City Council meeting. • Councilmember Barnhart — Minutes from the Rivercom Administrative Board meeting held on May 11, 2016. • Councilmember Buckner — Minutes from the North Central Washington Economic Development District (NCWEDD) meeting held on May 11, 2016. • Mayor Steven C. Lacy — Minutes from the Chelan -Douglas Transportation Council meeting held on May 12, 2016. ADDITIONAL ITEM(S) Ja net' W.
