BUDGET ISSUES) Finance Director Nick Gerde reviewed the Budget Committee meeting minutes from April 20, 2016. Mayor Lacy stated that he received an email from Commissioner Stanton regarding a set price for the Douglas County property on 2na Street, which did not include a price for the shop portion only. He said the Budget Committee recommended not purchasing a portion of the property. He said he will relay to Commissioner Stanton that we will not be putting in a bid for the property. DEPARTMENT REPORT(S) Public Works Director Greg Pezoldt distributed an example of new directional signage desired for the City Hall. He said there are issues concerning the improvements to the City Hall, and reviewed information on the costs of completing the base board installation, interior painting, and proposed signage. Mayor Lacy requested a motion for approval. Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Buckner, to approve the installment of directional signage to City Hall in the amount of $3,177.83. The motion carried, 5-1. (McCourt) Mr. Pezoldt noted that the final painting will be done on Valley Mall Parkway tonight, and the roads will be clean and nice for the Classy Chassis Parade. CITY OF EAST WENATCHEE COUNCIL MINUTES April 26, 2016 16-04-04 An Ordinance of the City of East Wenatchee adopting a Public Records Policy. Presented by: Devin Poulson, City Attorney Mayor Lacy elevated the Ordinance to second reading, without objection. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Barnhart, to enact Ordinance No. 2016-02, adopting a Public Records Policy. The motion carried, 6-0. Ordinance No. 2016-02 An Ordinance of the City of East Wenatchee adopting a Public Records Act Policy. 16-04-05 An Ordinance of the City of East Wenatchee, Washington, amending Ordinance Number 2015-23, which set the East Wenatchee Budget for 2016. Presented by: Nick Gerde, Finance Director Mayor Lacy elevated the Ordinance to second reading, without objection. Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Buckner, to approve Ordinance No. 2016-03, amending Ordinance No. 2015-23, setting the East Wenatchee Budget for 2016. The motion carried, 6-0. Ordinance No. 2016-03 QAn Ordinance of the City of East Wenatchee, Washington, amending Ordinance Number 2015-23 which set the City of East Wenatchee 2016 Budget. ACTION ITEM(S) 16-04-06 A recommendation to approve a Professional Services Contract with Erlandsen and Associates for Construction Management Services for the North Dolfay Lane Stormwater Improvements Project. Presented by: Greg Pezoldt, Public Works Director Council Action: A motion was made by Councilmember Johnson, second by Councilmember McCourt, to authorize the Mayor to sign a Professional Services Contract with Erlandsen and Associates in the amount of $16,094. The motion carried, 6-0. COUNCIL REPORT(S) The following reports/minutes were submitted in writing prior to the City Council meeting. • Councilmember Johnson — Minutes from the Douglas County Solid Waste Advisory Committee meeting held on February 4, 2016, and Minutes from the Douglas County Solid Waste Council meeting held on February 4, 2016. • Mayor Steven C. Lacy — Minutes from the Chelan -Douglas Transportation Council meeting held on March 10, 2016. • Councilmember Detering — Minutes from the Link Transit Board of Directors meeting held on March 15, 2016. • Councilmember McCourt — Minutes from the Housing Authority of Chelan County & the City of CITY OF EAST WENATCHEE COUNCIL MINUTES April 26, 2016 Wenatchee meeting held on March 24, 2016. • Councilmember Raab — City of East Wenatchee Recycles Quarterly Report, Quarter 1, 2016. • City Attorney Devin Poulson — Memorandum regarding Public Restroom Access in Washington. At 7:10 p.m. Mayor Lacy and City Attorney Devin Poulson recused themselves from the next agenda item. Mayor Lacy turned the remainder of the meeting over to Mayor Pro Tempore Sandy McCourt. ACTION ITEM(S) continued 16-04-07 Release Agreement Relating to Driveway at 300 Eastmont Avenue, East Wenatchee, WA. Presented by: Greg Pezoldt, Public Works Director Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Sterk, to authorize the Mayor Pro Tem to sign the Release Agreement with S & S Development in the amount of $16,829.
