PUBLIC COMMENT(S)
Sally Brawley, Director, Eastmont Metropolitan Park District, said the Park District will be acquiring
three grants this summer with the help of the Trust for Public Lands. Two of the grants will be for
acquiring property off 9th Street for a new walking Park for East Wenatchee residents, and the third grant
will be for renovating the playground at the Eastmont Park. She said Mayor Lacy has signed letters of
support to be submitted with the grant applications, which will be completed with the assistance of Trust
for Public Lands. Sally said the grant amount for the playground is $250,000, so with a match from the
District it would total $500,000.
BUDGET ISSUES
Finance Director Nick Gerde distributed the March 17, 2016 Budget Committee Meeting minutes, and the
Financial Report for March 2016. He reviewed the 2016 Budget Amendments included in the Council
packet, and said he will bring an Ordinance to the next Budget Committee meeting for Council approval.
Nick noted that the next Budget Committee meeting will be held Wednesday, April 20, 2016, at 5:30
p.m., which will have two primary topics of discussion; A security system for the City Hall, and aspects
of the Gateway Project.
DEPARTMENT REPORT(S)
Public Works Director Greg Pezoldt reviewed the 2016 Construction Projects Status Report for April. He
noted there was a change in the Valley Mall Parkway Preservation Project regarding the road striping
starting on April 11, 2016. He said it has been delayed for one week for weather considerations.
Mr. Pezoldt noted that the Sewer District will be improving the sewer line on 4th Street SE starting this
summer.

Mayor Lacy asked Council if they would like to take a vote regarding the purchase from Douglas County
of the shop on 2nd Street, and said we received an appraisal which included the shop and everything. He
noted that Public Works Director Greg Pezoldt is in the process of doing an analysis on whether it would
be feasible to do additional work on our current shop building to prevent the necessity of having to
rebuild a new one. Mayor Lacy said we have had a space needs assessment done that recommended we
make use of the of our current property, so tonight he wanted to discuss with Council whether they want
to explore it more or simply tell the County we will not be purchasing their property.
Councilmember Detering suggested that, before we tell the County no, we do an analysis of the property,
and do enough due diligence internally to be able to determine whether or not the space we have here
meets our current and future needs. Councilmember Barnhart disagreed with him, and said there is no
reason to look at the County building since we have land right here to use, which would be more cost
effective than purchasing additional land, and he would like to keep all the City departments on one
campus.
Mr. Pezoldt said he would have the analysis done in a few days, and it would be a good topic of
discussion at the Budget Committee meeting. He will ask Finance Director Nick Gerde to put it on the
Budget Committee meeting Agenda. Mayor Lacy said he will delay any response to the County until
after it is discussed at the Budget Committee meeting and a final decision is made. He said we will
compare Greg's analysis with the proposed cost by the County, which they have not provided.
Mayor Lacy said he met with Enrique Cantu, the tenant at 88 9d' Street NE, regarding his notice to vacate
the property. Mr. Cantu requested the departure for his business be extended by 30 additional days. In the
meantime, we have extended our timeline a bit on the Gateway Project, so it would not hurt to give him
the 30 day extension. Mayor Lacy said he informed Mr. Cantu that he would need Council approval to
make that decision, and suggested to Council that we give him the extra time.
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Johnson,
to extend Mr. Cantu's time for departure of his business by 30 additional days. The motion carried, 7-0.
CONSENT CALENDAR
Items listed below were distributed to Councilmember's in advance for study and were enacted in one
motion.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember McCourt,
to approve the Consent Calendar as presented. The motion carried, 7-0.
Consideration of Minutes — Regular Session, March 22, 2016
Consideration of Payables and Payroll — February and March 2016
i. 2016 Payables — As of this date, April 12, 2016, Council does
approve check numbers 45474 through 45478, and 45515 through
45597 in the total amount of $254,009.90. Payables check 45465
was voided.
ii. 2016 February Payroll — As of this date, April 12, 2016, Council
does approve check numbers 45226 through 45246; 45305 through
45325; 45378 through 45392, and direct deposits of $54,044.73, and
$55,572.82 in the total amount of $403,631.66. No payroll checks
were voided.
iii. 2016 March Payroll — As of this date, April 12, 2016, Council does
approve check numbers 45453 through 45473; 45479 through 45514;

and direct deposits of $52,413.44, and $50,978.86 in the total amount
of $395,998.36. No payroll checks were voided.
16-04-01 RiverCom 911 — Revised Memorandum of Understanding for Participation in the
Communications Tax Shared Funding Assistance Program.

Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Buckner, to authorize the Mayor to sign the Memorandum of
Understanding between Rivercom 911 and the City of East Wenatchee Police
Department. The motion carried, 7-0.
RESOLUTIONS)
16-04-02 A Resolution of the City of East Wenatchee, Washington, granting the Mayor and
Department Heads limited authority to enter into contracts on behalf of the City.

Council Action: A motion was made by Councilmember Johnson, second by
Councilmember Barnhart, to pass Resolution No. 2016-04, granting the Mayor and
Department Heads limited authority to enter into contracts on behalf of the City. The
motion carried, 7-0.

COUNCIL REPORT(S)
Councilmember Detering noted that Link is starting their audit for the year, so they are having an exam
on Thursday, April 14, 2016, to start that process.
