DEPARTMENT REPORT(S) Greg Pezoldt, Public Works Director — Valley Mall Parkway (VMP) Project striping, bicycle lanes. Public Works Director Greg Pezoldt gave a PowerPoint presentation on the Valley Mall Parkway Preservation Project striping options. The proposal would reduce Valley Mall Parkway from four lanes to three lanes between Grant Road and 6th Street NE by eliminating a northbound lane. This would give room for bike lanes on both sides of the street. Council discussed concerns regarding the direction of travel and traffic flow, and agreed by consensus to have Mr. Pezoldt map a concept, and do public outreach to get citizens involved in the plan. Deb Miller, 1455 N Devon Avenue, East Wenatchee, an avid bike supporter and Board Member on the Regional Bike Advisory Board, said she supports the plan to add bike lanes on Valley Mall Parkway, and offered to assist in the public outreach. Nick Gerde, Finance Director — Preliminary 2015 Report & Budget Schedule Finance Director Nick Gerde distributed and reviewed the Financial Report for December, and 12 months ending December 2015. Mr. Gerde encouraged Budget Committee members to review the Financials for discussion at the first Budget Committee meeting being held February 18th. He submitted a calendar of the Budget Committee meeting dates, and noted that Budget Committee meetings are open to the public and held at 5:30 p.m. CITY OF EAST WENATCHEE COUNCIL MINUTES JANUARY 26, 2016 MAYOR'S REPORT(S) Mayor Lacy noted that the Honorable Richard McGraw, past Mayor of East Wenatchee, passed away January 12, 2016. Mayor Lacy said he received a response from Misawa with regards to them sending a representative to Narita Airport to meet our Delegation this year. He was informed that the International Relations Department is unable to send someone, and recommended the City enlist a tour guide service. Mayor Lacy said he would accept Mr. Kelts' offer to lead the Delegation this year as that cost would be lower than the cost for a tour guide, as the City would pay his way in exchange for guiding the Delegates. Mayor Lacy said that Tim Detering will be the Councilmember attending the trip to Misawa this year. Mayor Lacy expressed concerns that the City has lost the aviation side of our Wings & Wheels Festival, as Pangbom Memorial Airport changed the day of their Aviation Day event, which was held on the same day as the Wings & Wheels Festival. He said he will be meeting with the Pangborn Airport Director and Board to discuss holding the Aviation Day again during the Wings & Wheels Festival, and possible cost sharing options. Mayor Lacy said Staff has been exploring the concept of purchasing Douglas County property on 2nd Street, and said a reasonable appraisal came back for a building that size. He noted that Council will receive a report before the next meeting. He added that the City does have significant needs to meet with respect to the Street Department, as well as other needs of the City. Mayor Lacy said the Council decided on a preliminary concept of the Gateway Project, and now some decisions need to be made for development. He said there was property that was not included in the original concept, and the concept needs to be redeveloped to include that area. He asked Community Development Director Lori Barnett to advertise a Request for Proposals to re -develop the concept of the Gateway project. Mayor Lacy noted that the Wenatchee Valley Chamber of Commerce Banquet will be held March 3, 2016. He said if any Councilmembers are interested in attending to let City Clerk Dana Barnard know by February 3, 2016. CONSENT CALENDAR Items listed below were distributed to Councilmember's in advance for study and were enacted in one motion. Council Action: A motion was made by Councilmember Raab, second by Councilmember McCourt, to approve the Consent Calendar as presented. The motion carried, 5-0. 1. Consideration of Minutes — Regular Session, January 12, 2016 2. Consideration of Payables for 2015 and 2016, and November/December 2015 Payroll i. 2015 Pa, a� — As of this date, January 26, 2016, Council does approve check numbers 100126 and 48080 through 45105 in the total amount of $63,121.69. Checks 44636, 44768, 44937 & 45070 were voided. ii. 2016 Payables — As of this date, January 26, 2016, Council does approve check numbers 45057 and 45106 through 45143 in the total amount of $57,446.67. No payables checks were voided. 2 CITY OF EAST WENATCHEE COUNCIL MINUTES JANUARY 26, 2016 iii. 2015 November & December Payrolls — As of this date, January 26, 2016, Council does approve check numbers 44663 through 44681; 44685 through 44686; 44746 through 44766; 44768 through 44769; 44820 through 44833; 44843 through 44860; 44862 through 44863; and 44871 through 44926, and direct deposits on 11/6/2015, 12/1/2015, 12/16/2015 and 12/29/2015 in the total amount of $812,022.01. No payroll checks were voided. 3. Davis Shows Northwest Carnival Contract for Wings & Wheels Festival ACTION ITEMS) 16-01-04 Change Order No. 1 — Valley Mall Parkway Preservation. Presented by: Greg Pezoldt, Public Works Director Council Action: A motion was made by Councilmember Detering, second by Councilmember Sterk, to approve Change Order No. 1 as presented, in the amount of $46,734.30. The motion carried, 5-0. 16-01-05 9`i' Street NE Intersection Scoping Funds. Presented by: Steven C. Lacy, Mayor Council Action: A motion was made by Councilmember McCourt, second by Councilmember Buckner, to authorize the expenditure of funds not to exceed $5,000 for Q scoping the cost of the intersection improvements at 9t' Street NE and Valley Mall Parkway, and 9`" Street NE and SR 28. The motion carried, 5-0. COUNCIL REPORT(S) Councilmember Sterk noted that he has been appointed to the Chelan -Douglas Health District Board, and attended his first meeting yesterday. He said he is now more familiar with the Chelan -Douglas Health District, and will give updates along the way. The following reports/minutes were submitted in writing prior to the City Council meeting. • Councilmember Detering — Minutes from the Link Transit Board of Directors meeting held on December 15, 2015.
