PROCLAMATION(S)
Mayor Lacy read a Proclamation in English and Spanish proclaiming April 2016 as "America's Best
Communities" month in the City of East Wenatchee.
Alan Walker — United Way, Steve Sandman — Frontier Communications, Shiloh Schauer — Wenatchee
Valley Chamber of Commerce, and Lori Barnett — East Wenatchee Community Development Director
were present as part of the committee representing the competition. Mr. Walker reviewed the process to
date regarding the "America's Best Communities competition. He said the Committee is requesting funds
from the City of East Wenatchee for financial assistance in the amount of $5,000. Mr. Walker noted there
will be a meeting held at the Confluence Technology Center (CTC) on February 29, 2016, from 5:30 p.m.
to 7:30 p.m. giving guidelines and orders to proceed with the proposal. Community Development
Director Lori Barnett said the meeting will be forming actual Action Themes that subcommittees will
work on for various aspects of six topic items that have been presented.
Mayor Lacy read a Proclamation proclaiming February 23, 2016, as "World Spay Day" in the City of
East Wenatchee, and urged all citizens to observe the day by having their own pets spayed or neutered or
by sponsoring the spaying or neutering of a pet in need.
PRESENTATION(S)
North Central Washington (NCW) Independence Day Celebration
Kelley Kennedy — Impact Events, and Shiloh Schauer — Wenatchee Valley Chamber of Commerce
Director, were present to give a brief presentation on the history of the Independence Day Celebration
( event that began in June 2014. They requested support from the City of East Wenatchee by way of Public
�J Safety: Police support at Walla Walla Point Park for 4 hours on July 4th, Financial Support of $5,000, and
Volunteers onsite July P & 4th. Shiloh noted that the Independence Day Celebration held in 2015 was
very successful. She said an Independence Day Celebration account has been established through the

North Central Washington (NCW) Community Foundation that allows individuals, businesses, and others
to donate towards the community fundraising goal. Shiloh said this is a family friendly event that
celebrates the meaning of the day, the independence of our Country, being proud about this place and this
day, and is an opportunity to educate our families and kids. She noted she will be working with Norma
Gallegos, Program Director for Hand in Hand Immigration Services, to include a Naturalization
Ceremony at the park during the 4`i' of July event this year.
Mayor Lacy said the City's Events Coordinator, Dan White, can take this to the Lodging Tax Advisory
Committee (LTAC) to start this process.
PUBLIC COMMENT(S)
Randy Hein, Eastmont Animal clinic, 100 Valley Mall Parkway, expressed concerns regarding the Valley
Mall Parkway Preservation Project, which would eliminate a northbound lane on Valley Mall Parkway,
from Grant Road to 6 h Street, to add bike lanes. He noted that he is adamantly opposed to this idea, and
said it would put extreme hardship on semi -trucks, Northern Fruit Co., and other tenants and clients
traveling that section of the Valley mall Parkway area. He said the City should maintain the traffic flow
as it is, otherwise it will be a real problem.
BUDGET ISSUE(S)
Finance Director Nick Gerde distributed and reviewed a Budget Committee Meeting agenda scheduled
for Thursday, February 18, 2016, at 5:30 p.m. He also distributed and reviewed the Financial Report for
January 2016.
QDEPARTMENT REPORT(S)
Lori Barnett, Community Development Director
Community Development Director Lori Barnett distributed and reviewed the Building Department
Annual Report, which included a table and chart -based report of Building Permit Activity for years 2000
through 2015. She also distributed and reviewed a draft of the Gateway Project preliminary scope of
work through full design, which showed Tasks and Phases of the proposal. Mayor Lacy said he would
like to go out for proposals on this as soon as possible.
Lori noted that Norma Jean Jessup, Realtor, and Deanna Nikolas, Escrow Officer, were appointed to the
Planning Commission.
Lori also reviewed a preliminary plan for Phase 2 — Cascade Interchange, including a photo simulation
and Conceptual Road Network Map from the North End Study. She said the Legislature and Washington
State Department of Transportation (WSDOT) have avoided Phase 2, and funded Phase 3 & 4 in the
amount of $58.5 million to widen SR28, between Hadley and 9"' Street, to five lanes. Lori said the Port
District and County Commissioners are asking the City of East Wenatchee to sign a letter to the
Legislature requesting they consider adding the Cascade Interchange, Phase 2, to the scope of work in the
Eastside Corridor Project, which would start design and construction for that whole North End area.
Council agreed, by consensus, to send a letter to the Legislature.
Greg Pezoldt, Public Works Director — Douglas County Area 1 Complex Property Evaluation
Council discussed the evaluations of each Department of the City that would be relocated if the City
( purchases the Douglas County Area 1 Complex property, as well as the pros and cons, including space
�-/ and potential expansions needed regarding the building purchase. Council agreed, with the
recommendation of Mr. Pezoldt, to NOT purchase the property. Mayor Lacy said we need to contact the

County Commissioners to inform them we are not interested in purchasing the property.
MAYOR'S REPORT(S)
Mayor Lacy noted that there was an appropriation in the 2015-2016 budget for purchase of two snow
plows, and what we thought was going to be a small expenditure for retrofitting dump trucks with blades
that are usable, turned out to be a $20,000 expense. He said by City Policy expenditures under $5,000
can be made administratively, but anything over that requires appropriation by Council, so we can get the
work done.
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Buckner,
to approve the expenditure, specifically for the retrofit of the snow plows, in the amount of $20,000. The
motion carried, 6-0.
Mayor Lacy said the round East Wenatchee logo sign in front of the City Hall sidewalk has serious
deterioration happening. He said Public Works Director Greg Pezoldt has had a discussion with Graybeal
Signs regarding refurbishing the Sign for the amount of $4,500. Mayor Lacy said he has authorized the
repair, and there is money in the budget for the expenditure.
CONSENT CALENDAR
Items listed below were distributed to Councilmember's in advance for study and were enacted in one
motion.
Council Action: A motion was made by Councilmember Detering, second by Councilmember Sterk, to
approve the Consent Calendar as presented. The motion carried, 6-0.
Consideration of Minutes — Regular Session, January 26, 2016
Consideration of Payables
i. 2016 Payables — As of this date, February 9, 2016, Council does
approve check numbers 45146, 45147, and 45171 through 45210, in
the total amount of $78,711.07. Payables checks 45133, 45144,
45145, and 45160 were voided.
ACTION ITEMS)
16-02-01 Contract Amendment to the Professional Services Agreement with Key Methods to
provide Information Technology Services.
Presented by: Steven C. Lacy, Mayor
Council Action: A motion was made by Councilmember Sterk, second by
Councilmember Detering, to approve the Amendment, and authorize the Mayor to sign
the Contract. The motion carried, 6-0.
16-02-02 Consultant selection recommendation for the Highline Drive Reconstruction Project.
Presented by: Greg Pezoldt, Public Works Director
Council Action: A motion was made by Councilmember Detering, second by
Councilmember Barnhart, to approve the selection of RH2 Engineers as the most
qualified consultant, and authorize the City Engineer to begin negotiations of a consulting
agreement for the Highline Drive Reconstruction Project. The motion carried, 6-0.

16-02-03 Consultant selection recommendation for the Baker Avenue Reconstruction Project

Council Action: A motion was made by Councilmember Detering, second by
Councilmember Raab, to approve the selection of PACE Engineers as the most qualified
consultant, and authorize the City Engineer to begin negotiations of a consulting
agreement for the Baker Avenue Project. The motion carried, 6-0.
16-02-05 A recommendation to reject all bids for the Valley Mall Parkway LID Improvements
Project
Presented by: Greg Pezoldt, Public Works Director
Council Action: A motion was made by Councilmember Detering, second by
Councilmember Barnhart, to table the current motion until the next Council meeting to
review negotiations with the most qualified bidder. The motion carried, 6-0.
COUNCIL REPORT(S)
Councilmember Raab said he is opposed to the addition of bike lanes on Valley mall Parkway, and agrees
there is not much bicycle traffic in that area. Public Works Director Greg Pezoldt said he has had a lot of
positive comments on the bike lane issue, he is still just gathering information, and a decision will be
made in March.
