Call to Order, Roll Call and Pledge of Allegiance. • Councilmember John Sterk excused. 2. Consent Items: • Motion to approve agenda, vouchers, and minutes from previous meetings. Motion to approve the consent items by Councilmember Tim Detering. Councilmember Sandra McCourt seconded the motion. Motion carried (6-0). 3. Citizen Requests/Comments. None. 4. Department Report a) 2018 Preliminary Budget Summary Report presented by Finance Director Nick Gerde. Comments provided by Mayor Lacy, Councilmember Tim Detering, and City Engineer Greg Pezoldt. Comments provided by Mayor Lacy; Councilmembers Chuck Johnson, Tim Detering, and Wayne Barnhart. 5. Mayor's Report a) Contract for the Gateway Project demolition is out, Mayor Lacy provided comments as to possibly adding asphalt removal to the contract. Comments provided by Councilmembers Wayne Barnhart, Harry Raab and Jerrilea Crawford. Additional comments by staff member Lori Barnhart, Community Development Director and Greg Pezoldt, City Engineer. b) Chelan County Regional Justice Center has provided a rate increase for 2018 and information will be coming forward. Mayor Lacy commented regarding possible home monitoring programs in the future. Comments provided by Councilmembers Tim Detering, Wayne Barnhart and staff member Devin Poulson, City Attorney. 6. Action Items. A. Ordinance No. 2017-19 an Ordinance of the City of East Wenatchee designating truck routes through the City by adding chapter 10.64 to the East Wenatchee Municipal Code. First reading by Mayor Lacy. B. Proposed four-year Professional Services Agreement for Municipal Court Judge; the current four-year agreement ends December 31, 2017 City Attorney Devin Poulson presented the staff report. Comments provided by Mayor Lacy, and Councilmembers Tim Detering and Wayne Barnhart. Motion to approve by Councilmember Tim Detering. Councilmember Chuck Johnson seconded the motion. Motion carried (6-0). C. Baker Ave. Project change order No. 10, in the amount of $14,143.44. City Engineer Greg Pezoldt presented the staff report. Comments provided by Councilmember Tim Detering. Motion to approve by Councilmember Wayne Barnhart. Councilmember Tim Detering seconded the motion. Motion carried (6-0). D. Ordinance No. 2017-23 an Ordinance of the City of East Wenatchee adopting the 2018 Greater East Wenatchee Storm Water Utility Budget for the fiscal year commencing on January 1, 2018. Elevated to second reading by Mayor Lacy. Motion to approve by Councilmember Wayne Barnhart. Councilmember Sandra McCourt seconded the motion. Motion carried (6-0). East Wenatchee City Council Minutes Page 2 of 3 7. Public Hearing a.) A public hearing for Ordinance 2017-16 regarding a moratorium on new wireless communications facilities was held. Community Development Director Lori Barnett presented staff report, no public comments received, meeting closed by Mayor Lacy. b.) A public hearing for Ordinance 2017-20, Ordinance 2017-21 and Ordinance 2017-22 regarding 2018 Property Tax Revenue. Authorizing the regular property tax collections. Finance Director Nick Gerde presented the staff report and Mayor Lacy provided the first reading of each Ordinance. No public comments received, meeting closed by Mayor Lacy. 8. Council Reports & Announcements. a. Councilmember Wayne Barnhart commented on Link Transit's proposed tax increase. Comments provided by Councilmember Chuck Johnson, Finance Director Nick Gerde, and Mayor Lacy. b. Mayor Lacy commented on Transportation Council and efforts to broaden Link Transit services to aid reducing traffic and congestion in our region.
