1. Call to Order, Pledge of Allegiance and Roll Call.
2. Consent Items:
0 Motion to approve agenda, vouchers, and minutes from previous meetings.
Motion to approve the consent items by Councilmember Chuck Johnson.
Councilmember Jerrilea Crawford seconded the motion. Motion carried (6-0).
3. Citizen Requests/Comments.
a) Pat Strand of East Wenatchee came before the council to express concerns regarding
Title 9 of the Municipal code, and Ordinance 408 addressing a nuisance property in her
neighborhood. Comments provided by councilmember Chuck Johnson, City Attorney
Devin Poulson, Community Development Director Lori Barnett, and Mayor Lacy.

b) Cindy Ficker of East Wenatchee came before the council to express concerns regarding
lawless drivers in her neighborhood. Speeding vehicles and Police not enforcing the laws.
Comments provided by Mayor Lacy.
4. Department Report
a) Greg Pezoldt, City Engineer presented a construction status report to council.
Comments provided by councilmembers Tim Detering, Wayne Barnhart, and Mayor
Lacy.
5. Mayors Report
Mayor Lacy provided that staff evaluations and budget review is underway. The
Gateway project request for bids is out. The Mayor has scheduled security committee
meetings for safety review of City Hall facility. The Mayor attended the Bath and Body
Works Grand Re -opening. The Mayor also provided information on the Town Toyota
Centers financial state and revenues, as a board member. Comments provided by
councilmembers Tim Detering and Chuck Johnson.
6. Action Items.
A. Interlocal Agreement for Cellular Phone Forensic Examinations between the City of
Wenatchee, City of East Wenatchee, Chelan County, Douglas County, Columbia River
Drug Task Force, and Washington State Fish and Wildlife.
Assistant Police Chief Ray Coble presented the staff report. Comments provided by
Mayor Lacy, Councilmembers Tim Detering and Chuck Johnson.
Motion to approve by Councilmember Tim Detering. Councilmember Chuck Johnson
seconded the motion. Motion carried (6-0).
B. First Reading of Ordinance No. 2017-17 of the City of East Wenatchee requiring taxicab
companies to obtain a business license by amending Section 5.16.020 of the East
Wenatchee Municipal Code.
City Attorney Devin Poulson provided the staff report. Comments provided by Mayor
La cy.
No action was taken by Councilmembers
7. Council Reports & Announcements.
a. Report provided by Councilmember Jerrilea Crawford on the NCW Economic
Development District.
b. Report provided by councilmember Tim Detering on the Our Valley Our Future
meeting he attended. Comments provided by councilmember Harry Raab,lerrilea
Crawford, Wayne Barnhart, and Chuck Johnson. Mayor Lacy, audience member

Sayne Magdoff and staff member Lori Barnett, Community Development Director
also commented.
c. Harry Raab requested clarification on the training sheet provided by the City Clerk to
Council regarding OPMA and PRA training; listing when the training was last
completed and a refresher due again.
