LACY, PRESIDING MAY 23, 2017 6:30 P.M. ROLL CALL Mayor Steven C. Lacy Councilmember Harry Raab - excused Councilmember John Sterk Councilmember Wayne Barnhart - excused Councilmember Tim Detering Councilmember Chuck Johnson - excused Councilmember Sandra McCourt Councilmember Jerrilea Crawford EMPLOYEES IN ATTENDANCE Police Chief Randy Harrison City Attorney Devin Poulson Community Development Director Lori Barnett Public Works Director/City Engineer Greg Pezoldt PRESENTATION SO Alliance — Gateway project, Dan Ireland presented copies of options A and B to Council and showed a PowerPoint presentation of plans for the Gateway Project for councilmembers to review and comment. Following discussion, Mr. Ireland summarized the preferences for keeping an events opportunity, but to combine it with the trail head theme to keep more options open for funding. Provide some parking. Keep maintenance cost in mind. No need for restrooms with use of portable units for events. Do not keep the Texaco sign. Keep security in mind when planning landscaping. Provide space for City event trailer. MAYORS REPORT(S) Mayor Lacy said he had met with Police Chief Harrison and have implemented ongoing training from Lexcon and that all Police policies and procedures are up to date. CONSENT CALENDAR Items listed below were distributed to Councilmember's in advance for study and were enacted in one motion. Council Action: A motion was made by Councilmember Detering, second by Councilmember Sterk, to approve the Consent Calendar as presented. The motion carried, 4-0. 1. Consideration of Minutes - Regular Session, May 9, 2017 2. - Council Workshop, April 20, 2017 3. Consideration of Payables i. 2017 Pa, a� — As of this date, May 23, 2017, Council does approve check numbers 47974 through 47975, and 47992 through 48086 in the total amount of $253.703.26. Payables check 47941 was voided. CITY OF EAST WENATCHEE COUNCIL MINUTES MAY 23, 2017 ACTION ITEM(S) 17-05-06 Conditional Award for the Highline Drive reconstruction project from Grant Road to 3rd Street. Presented by: Greg Pezoldt, City Engineer) Council Action: A motion was made by Councilmember Detering, second by Councilmember Crawford authorizing the Mayor to sign a contract with the apparent low bidder, Selland Construction, contingent on approval by the Transportation Improvement Board. The motion carried. 4-0. 17-05-07 Highline Drive Consultant Supplemental Agreement with RH2 Engineering for Construction Engineering Services. Presented by: Greg Pezoldt, City Engineer) Council Action: A motion was made by Councilmember Sterk, second by Councilmember Detering, the Mayor to approve the Highline Drive Consultant Supplemental Agreement with RH2 Engineering for Construction Engineering Services in an amount not to exceed $184,586.00. The motion carried. 4-0. 17-05-08 Contract with Central Washington University Geographic Information System (GIS) services for accurately updating the City's Stormwater GIS database. Presented by: Greg Pezoldt, Public Works Director Council Action: A motion was made by Councilmember McCourt, second by Councilmember Crawford to authorize the Mayor to sign a contract with Central Washington University for GIS services in the amount of $6,854. The motion carried, 4- 0. 17-05-09 Change Order #2 for the Valley Mall Parkway LID Parking Project Phase 2: with Superior Walls, LLC. Presented by: Greg Pezoldt, Public Works Director Council Action: A motion was made by Councilmember Detering, second by Councilmember Sterk, to approve and authorize the Mayor to sign a Change Order #2 for the Valley Mall Parkway LID Project. The motion carried, 4-0. 17-05-10 Baker Avenue Consultant Supplemental Agreement No. 3 for PACE Engineers for construction Engineering Services. Presented by: Greg Pezoldt, Public Works Director Council Action: A motion was made by Councilmember Crawford, second by Councilmember Sterk, to approve and authorize the Mayor to sign the Baker Avenue Supplemental Agreement No. 3 for PACE Engineers for construction Engineering Services in the amount not to exceed $374,068.00.
