Mayor Lacy brought the meeting to order at 5:30 PM.
Community Development Director Barnett gave a brief explanation on the background
of the amendments to Chapter 17.73 Open Space. She reviewed the amendments on
Chapter 17.73 Open Space Standards for the Planning Commission's March 7, 2017
public hearing. The result of that hearing was a recommendation to continue the
process pending resolution of the payment in lieu of provision. The issue being that the
only entity agreeing to accept the funds was the City. She explained that after conferring
with Devin Poulson City Attorney, changes were made to the document to reduce the
deadline for expending the funds from 10 to 5 years to be consistent with RCW
82.02.020; clarified that the funds could be used for neighborhood parks within one mile
of the project granting the funds or on a regional facility; and the Park District was
eliminated as an entity to receive funds. There were also some general language
cleanups taken from the County's interim ordinance. She explained that the removal of
the Park District as a receiving agency was to be more consistent with the impact fee

and voluntary payment process wherein the jurisdiction processing the development
proposal would be the recipient of the funds. This would be more consistent with the
process for impact fees or mitigation payments for schools. In those cases, the
permitting agency collects the funds and remits them to the school district.
Mark Kulaas reviewed the Douglas County Interim Official Controls on Open Space
Standards.
Sally Brawley, Director Eastmont Metropolitan Park District (EMPD) explained that the
EMPD updated their park and recreation comprehensive plan in 2013, before the
expansion of the UGA. The EMPD Comp. plan identified potential park areas east and
north of East Wenatchee. Director Brawley also spoke about the partnership with the
Trust for Public Land and that two state grants sponsored by the EMPD will be funded.
The two grants are for acquisition of 2.33 acres of land on 9th St. NE for a new
neighborhood park. Director Brawley spoke about the first ever capital bond passing for
parks and recreation that will help build a new playground at the community park and
renovate the aquatic center. Director Brawly emphasized the fact that the park district is
following the mission statement to provide recreational activities, facilities, and
experiences for individuals, improving the quality of their lives, while enhancing and
preserving the natural resources of the area.
Director Brawley agreed with Lori Barnett from the city of East Wenatchee that the
correct entity to accept development fees such as "payment in lieu of should be the
county or city, not a special purpose district like the EMPD. The EMPD has limited
resources and in fact does not have the authority to collect development fees.
Director Brawley pointed out that the park district would be able to enter into an
agreement with the city or county where by either one of those jurisdictions would grant
development fees to the park district for an eligible capital project.
After a brief discussion, everyone agreed to the changes to section 17.73.090 Elective
optional payment in lieu of establishing an on -site open space/recreation area. In Lieu of
providing the on -site open space facility required by this chapter, the developer may
elect to provide a payment to Douglas County or the City of East Wenatchee to fulfill the
requirements of this chapter.
