PRESENTATION
Community Development Director Lori Barnett updated the Council on the March 7, 2017
Public Hearing on Open Space. There was an action to take no action on the proposed revisions
to chapter 17.73 until there is a resolution to the payment in lieu of option. She handed out a
letter dated March 27, 2017, from the Douglas County Commissioners.
The Gateway Project Team Meeting is scheduled for Thursday, March 30, 2017, at 3:00 pm.
Director Barnett also scheduled a Verizon for a Wireless Communication Facilities presentation
for staff and other local jurisdictions on April 4, 2017 at 3:00pm and one for the Planning
Commission on the same day at 5:30 pm.
Finance Director Nick Gerde gave a brief narrative of financial results for the two months ending
in February 2017.

Mayor Lacy addressed the letter received from the Douglas County Commissioners on March
27, 2017, regarding the proposed amendments to chapter 17.73 on open space. He stated that he
and Director Barnett met with the Douglas County Commissioner's on March 6, 2017 to discuss
the open space issue. Among other things, the Commissioners indicated that they were not
interested in continuing to extend urban development standards into all of the County areas
within the existing Growth Management Area in East Wenatchee, particularly the open space
requirement. The subsequent letter specifically stated that "until a resolution can be reached,
Douglas County will not require provisions for open space in new subdivisions or undeveloped
phases of existing subdivisions do to the aforementioned reasons." Mayor Lacy noted that he has
called the County's attorney Steve Clem but has not received a call back regarding the letter
from the Douglas County Commissioners. Mayor Lacy explained that there is a process to go
through if the Douglas County Commissioners decide to suspend the provisions for open space
in new subdivisions or undeveloped phases of existing subdivisions in the County. The county
can implement the changes as the executive and legislative body by due process.
Mayor Lacy discussed the City Council Workshop held on Thursday, March 23, 2017. This was
the first monthly City Council Workshop scheduled for this year, was not broadly attended and
encouraged Councilmembers to attend future Workshops.

one motion.
Council Action: A motion was made by Councilmember Johnson, second by
Councilmember McCourt, to approve the Consent Calendar. The motion carried, 7-0.

2017 Payables — As of this date, March 28, 2017, Council does approve
check numbers 47649; 47662; 47681 thru 47719 and voided check number
47207 in the total amount of $95,610.89.
Public hearing to consider testimony related to a request by James and Barbara Brazill to waive
the required public street improvements associated with their 2-lot short plat application (Lori
Barnett, Community Development Director)
No Public Comment.

4. 17-03-04 Consideration of a request by James and Barbara Brazill to waive the required
public street improvements associated with their 2-lot short plat application. (Lori Barnett,
Community Development Director)
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Raab, to waive the required public street improvements associated with their
2-lot short plat application. The motion carried, 6 — 1 (Detering).
5. 17-03-05 EWEB request for funding Special Olympics in 2017 and 2018.
(Dan White, Events Coordinator)
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Detering, to authorized funding the Special Olympics $5,000 in 2017 and
$5,000 in 2018 The motion carried, 7-0.
6. 17-03-06 2017 Equipment Purchase Request for a One Ton Pickup. (Greg Pezoldt, City
Engineer)
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Crawford, to approve the purchase of a 2017 one ton Crew Cab Pickup with
a snow plow, sander, dump body and other options in the amount of $95,720. After further
discussion about the tonnage of the vehicle and related equipment elements, a motion was
made by Councilmember Barnhart, seconded by Councilmember Johnson to table the motion
to approve the purchase until further research on the size of the Pick-up can be done. The
motion carried, 7-0.
7. 17-03-07 Award Bid for the Valley Mall Parkway LID Parking Lot Project Phase 2:
Landscaping (Greg Pezoldt, City Engineer)
Council Action: A motion was made by Councilmember Detering, second by
Councilmember Johnson to authorized the Mayor to sign a contract with Superior Walls LLC
for landscaping the Valley Mall Parkway LID Parking Lot in the amount of $41,159.28.
The motion carried, 7-0.
8. 17-03-08 Approval of Purchase of Accounting Software for Business Licenses, Payroll
Timesheet Entry/Processing and related training and computer configuration code.
(Nick Gerde, Finance Director)
Council Action: A motion was made by Councilmember Detering, second by
Councilmember Johnson, to approve an additional $14,000, funds in 2017 for the purchase
and integration of the recommended software. The motion carried, 7-0.
Mayor Lacy stated the business licenses will now be handled through the finance department.

Councilmember Johnson reminded the Council that the Election Cycle is coming up and you can
file personal affidavits online. The AWC Convention is scheduled for June 19, 2017.
Mayor Lacy stated the Council had discussed contributing $5,000 to the Wenatchee Fire Works
for the Fourth of July but that formal approval was needed.
Council Action: A motion was made by Councilmember Johnson, second by
Councilmember Detering made a motion to contribute $5,000 for the Wenatchee 4th of July
Fire Works Show. The motion carried 7-0.
