PRESENTATION
Matt Kearney, Sports Tourism Coordinator reported on the Tourism Economic Impact for 2016.
He passed out a spread sheet with the 2016 sports facilities usage. $1.4 million are attributed to
East Wenatchee area economic impact and $8.3 million are attributed to the Greater Wenatchee
Valley area. Council asked Mr. Kearney to identify the type of facilities that are needed in East
Wenatchee. He responded that trail maintenance is a big issue, and motel/hotel and soccer fields
are among the top most needed facilities.

DEPARTMENT REPORTS
Lori Barnett Community Development Director reported on the Gateway project team's meeting
with the consultant. The consultants indicated that for the public outreach portion of the project
they will use surveys and word of mouth.
Ms. Barnett passed out a packet on Our Valley What's Next for a joint special East Wenatchee/
Wenatchee Council and East Wenatchee/Wenatchee Planning Commission meeting. There will
be a presentation and discussion on the Action Plan on February 28, 2017, the meeting will start
�' at 5:30 pm in the City Hall Council Chambers. The discussion will be on lead partner projects

for the cities, funding opportunities for lead partners, and the overall direction the project is
going.
Ms. Barnett reported on the Open Space zoning text amendment. The planning commission still
needs clarification on the property value, distribution fees and how the money will be refunded.
They continued the public hearing to the next planning commission meeting on March 7, 2017.
Ms. Barnett told the Council that the City will be getting a new Hotel on the property above the
China Buffet, which is part of the Marriot chain.
Nick Gerde, Finance Director handed out a report on the January 2017 financial report. There
was approximately $26,500 in additional expenses for changes in the Police Department.
Assistant Police Chief Rierson retired and was cashed out for vacation and sick leave benefits.
Sergeant Coble was promoted to Assistant Chief and was reimbursed for comp hours earned as a
union member.
Mr. Gerde passed out the 2018 Budget Calendar with the expected actions for the Budget
Committee meetings along with the dates for Budget related Public Hearings and Staff meetings
in 2017.
Greg Pezoldt, City Engineer handed out aerials of the proposed 5th Street Roundabout and
examples of native vegetation for landscaping the area. He explained that the City Street Crew
would like to have grass for easy maintenance and underground irrigation in an area of
approximately .6 acres. The estimated cost for the landscape would be between $45,000 -
$50,000. There was further discussion on the landscaping and council asked staff to come back
with a more detailed landscape plan.
There was a discussion on the street repairs done by the Water District on 1 Oth Street NE as well
as the repair on Valley Mall Parkway in front of Petco. Mr. Pezoldt indicated that there have
been discussions on those issues and they are waiting till spring when the ground thaws to see
what the impacts are to those street cuts. There was also a discussion on 1 lth Street NE between
Baker Ave. and Eastmont Ave. where the asphalt is separating.

in one motion.
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Sterk, to approve the Consent Calendar. The motion carried, 6-0.

DISCUSSION ITEM
3. There was a discussion on the Highline Street Project regarding the no left turn on Highline
Drive. Greg indicated that he would like to bring this subject back at the next council meeting
with drawings of the proposal. Council asked staff to check with Life Line Ambulance on any
concerns they may have with the proposal.
4. 17-14-041 - 2017 017 Safety Manual — (Greg Pezoldt, City Engineer)
Mr. Pezoldt explained that the Washington Department of Labor and Industries (WD L&I)
recently conducted an on -site inspection of the East Wenatchee Maintenance Facilities and
several issues were cited. The issues were mitigated to the WD L&I for approval, several
other issues were identified internally by staff, management, and outside consultants. To
avoid further WD L&I citations and create a safer working environment the current East
Wenatchee Safety Manual, Accident Prevention Plan and other related and mandatory plans
need to be updated, or established. The Forum Consultants have provided an estimate to
review the current safety plans and manuals and update or establish new required plans and
manuals.
Council Action: A motion was made by Councilmember Barnhart, second by
Q Councilmember Crawford, to authorized the expenditure of $4,800 for Forum Consultants to
conduct and review the current safely plans and manuals and provide updated and new plans
as necessary to keep the City of East Wenatchee in full compliance with the WD L&I, and
authorize the Mayor to sign a contract with Forum Consultants to perform the work. The
motion carried, 6-0.
5. 17-14-05 - 2017 Right of Way Acquisition Authorization —Baker Avenue & Highline Drive
(Greg Pezoldt, City Engineer)
Mr. Pezoldt explained the city has obtained funding through the Transportation Improvement
Board (TIB) for the reconstruction of Baker Ave and Highline Drive. These projects require
the city to obtain additional Right of Way to accommodate new sidewalks, bike lanes,
illumination, and other improvements. The necessary properties have been appraised or
have had Administrative Offer Summaries (AOS) prepared by a certified appraisal company.
The ROW acquisitions for these projects are currently being negotiated. The final ROW
costs need to be approved by the Council. Mr. Pezoldt is requesting that the City Council pre -
approve the expenditure of the ROW parcels listed in Exhibit A in the amount of the
appraised AOS estimate plus 10% if deemed necessary by the negotiator to finalize an
agreement.
Council Action: A motion was made by Councilmember Sterk, second by Councilmember
McCourt, to authorize the Mayor to sign the final ROW documents that expend the amounts
listed in Exhibit A plus a 10% negotiation allowance. The motion carried, 6-0.
6. Lexipol - risk management policies - (Randy Harrison, Police Chief)

Chief Harrison explained that the Police Department Policy and Procedure Manual needs to
be updated. He would like to purchase the Lexipol Law Enforcement Policy Manual and
Daily Training Bulletins subscription for $8,946 along with the optional Implementation
Services Silver Package for $3,950 totaling approximately $13,000. There is a yearly
maintenance fee of $1,020.
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Raab, to authorize payment for purchase. The motion carried, 6-0.
Councilmember Sterk addressed Chief Harrison with concerns of departmental
communication issues. Chief Harrison explained that they are working on the issue.
Councilmember Barnhart asked staff if there is a way for the Street Department to implement
some kind of training or outreach program for the City Residents on snow removal from the
sidewalks.
Councilmember Crawford reported on the NCW Economic Development District. They
have a new Executive Director Karen Francis-McWhite. The retreat was very informative
and they have multiple action items to work toward in 2017.
