Agreement Extension
WHEREAS, the current Countywide Solid Waste Interlocal Agreement was adopted by
Resolution C.E. 01-117 on December 17th, 2001, and
WHEREAS, the initial term of the adopted Countywide Solid Waste Interlocal Agreement is
from January 1st, 2002 through December 31 st, 2008, and
WHEREAS, Douglas County, as allowed under the Review and Renegotiation section of the
adopted Countywide Solid Waste Interlocal Agreement may, pursuant to the procedure outlined
within the Solid Waste Advisory Committee Members Manual, request a modification to the
initial term of the adopted Countywide Solid Waste Interlocal Agreement, and
WHEREAS, Douglas County officially asked the Douglas County Executive Technical
Advisory Committee (TAC) on January 17th, 2008 to extent the adopted Countywide Solid Waste
Interlocal Agreement for one year, and
WHEREAS, the Douglas County Executive TAC agreed by a supermajority vote of its members
on January 17th, 2008 to recommend to the Douglas County Solid Waste Advisory Committee
SWAC) that the adopted Countywide Solid Waste Interlocal Agreement be extended for one
year, and
WHEREAS, the Douglas County SWAC agreed by a supermajority vote of its members on
February 7th, 2008 to approve the recommendation of the Douglas County Executive TAC to
extend the adopted Countywide Solid Waste Interlocal Agreement for one year, now
THEREFORE as allowed under the Review and Renegotiation section of the adopted
Countywide Solid Waste Interlocal Agreement the initial term of the Countywide Solid Waste
Interlocal Agreement shall be extended from December 31 ", 2008 through December 31 ", 2009.
During the extended term, all the Parties agree to abide by all other terms and conditions
contained within the adopted Countywide Solid Waste Interlocal Agreement and all remaining
terms and conditions remain in force during the extended term of this modified Agreement.
This modification to the adopted Countywide Solid Waste Interlocal Agreement conforms to the
conditions contained within the Review and Renegotiation section of the adopted Countywide
Solid Waste Interlocal Agreement and has been mutually agreed to by all the Parties.

IN WITNESS WHEREOF, the Parties hereto have agreed to extend the initial term of the
adopted Countywide Solid Waste Interlocal Agreement as specified above. Each person signing
this Countywide Solid Waste Interlocal Agreement modification represents and warrants that he
has been duly authorized to extend the initial term of the adopted Countywide Solid Waste
Interlocal Agreement by the Parties on whose behalf it is indicated that the person is signing.

TECHNICAL ADVISORY COMMITTEE' RECOMMENDATION
Technical Advisory Committees (TAC's) are to review solid and hazardous waste issues referred from the
Douglas County Solid Waste Advisory Committee (SWAC). The purpose of the TAC 's are to look at the
referred issues solely on their technical merit and feasibility and to gather all support information necessary
to make a recommendation to the SWAC. It is not the responsibility of the TAC members to look at the issue
in terms of its political support, public acceptance or the for the purpose of reflecting their own personal
opinions. The purpose of the TAC is to research the issue in order to provide the SWAC with the who, what,
where, how and why so that the SWAC can be informed and a technically sound recommendation can be
made. Once the TAC_ has completed its review of the issue, the TAC shall prepare_a written recommendation
or report. The TAC Chair will then present the TAC recommendation or report to the full SWAC for their
action and possible recommendation to the participating jurisdictions and the lead agency. Please keep your
comments short and to the point.

SWAC unanimously approved the Executive TAC recommendation to extend the current Countywide Solid
Waste Interlocal Agreement for one year.

To prepare a Douglas County Solid Waste Program Countywide Solid Waste Interlocal
Agreement.
3. Brief statement, of Committee findings:
The Committee found that the current interlocal agreement expires as of December 31 st,
2008 and that a new Douglas County Solid Waste Program Countywide Solid Waste
Interlocal Agreement is needed in order to continue the Countywide Solid Waste
Program, and to conform to the Department of Ecology Solid Waste Management
Planning Guidelines.
4. Major facts or reasons to support Committee findings:
The Committee found that due to the uncertainty of the proposed GWRLF expansion,
possible loss of GWRLF Host Fees, possible need for a Regional Transfer Station and
numerous other solid waste issues related to the countywide solid waste program,
structure and organization, the current interlocal agreement should be extended through
December 31 S% 2009.
5. Possible impacts of the issue on the Regional Planning Area (RPA):
The Committee found that without resolution of specific solid waste issues regarding the
collection, disposal and management of the solid waste stream -within Douglas County, it
is impossible to prepare a new Douglas County Solid Waste Program Countywide Solid
Waste Interlocal Agreement at this time. Failure to resolve this fundamental issues may
prevent the creation and/or adoption of a new interlocal agreement.
6. Committee would recommend the following action be taken:
The Executive TAC would recommend that the Douglas County Solid Waste Advisory
Committee (SWAG) approve a one year extension of the current Douglas County Solid
Waste Program Countywide Solid Waste Interlocal Agreement.
7. Other Committee concerns or comments:
The Solid Waste Program Office should facilitate a SWAC retreat to discuss and
hopefully resolve some of these outstanding issues prior to the next SWAC meeting in
May.
