Call to Order, Roll Call and Pledge of Allegiance. 2. Vouchers: Checks: 49045; 49058 through 49124, for a total of $419,449.53 Voided: 30617; 39735; 43196; 47079; 46603 October 2018 Payroll Certification 3. Citizen Requests/Comments. The "Citizen Comments" period is to provide the opportunity for members of the public to address the Council on items either not on the agenda or not listed as a public hearing. The Mayor will ask if there are any citizens wishing to address the Council. When recognized, please step up to the microphone, give your name and mailing address, and state the matter of your interest. If your interest is an agenda item, the Mayor may suggest that your comments wait until that time. Citizen comments will be limited to three minutes. 4. Presentations. 1.) Public hearings. The Mayor will call the Public Hearing to order and state the ground rules, the purpose of the hearing, the action that the hearing body may take on the matter, will address the appearance of fairness doctrine, and will state the manner in which the hearing will proceed. Staff will first give a report, followed by testimony of experts and/or the applicant, followed then by public testimony. All speakers must speak into the microphone and clearly state their names and addresses. All comments should be addressed to the hearing body, should be relevant to the application, and should not be of a personal nature. Public testimony may be limited to three minutes, unless further time is granted by the Mayor. If there are a large number of speakers, a representative may be appointed to speak on behalf of the group. a) A public hearing for the purpose of fixing the 2018 Final Budget, which has been filed with the City Clerk. A copy thereof will be furnished to any taxpayer by contacting the City Clerks Office. Any Taxpayer may appear and be heard for or against any part of the budget. Ordinance No. 2017-25 an Ordinance of the City Council of the City of East Wenatchee, Washington, adopting the annual budget of the City for the fiscal year commencing January 1, 2018. Fist reading. Ordinance No. 2017-24 an Ordinance of the City of East Wenatchee, Washington, fixing and confirming the salaries and compensation to be paid to certain officials and employees of the City of East Wenatchee during the year 2018, containing a severability clause, and establishing an effective date. Motion for City Council to approve Ordinance 2017-24 fixing and confirming the salaries and compensation to be paid to certain officials and employees of the City of East Wenatchee during the year 2018, containing a severability clause, and establishing an effective date. Authorizing the regular property tax levy to be collected in the 2018 tax year, and authorizing an increase which may be allowed in the amount under new construction, improvements to property and the State assessed property provisions of State Law. Motion to approve Ordinance No. 2017-20, authorizing the regular property tax levy to be collected in the 2018 tax year, and authorizing an increase which may be allowed in the amount under new construction, improvements to property and the State assessed property provisions of State Law. D. Ordinance No. 2017-21 of the City of East Wenatchee establishing Property a Tax Revenue Ordinance. Authorizing the regular property tax levy to be collected in the 2018 tax year, an increase of 1.00 percent in the regular tax levy, and authorizing an increase which may be allowed in the amount under new construction, improvements to property and the State assessed property provisions of State Law. Motion to approve Ordinance No. 2017-21, authorizing the regular property tax levy to be collected in the 2018 tax year, an increase of 1.00 percent in the regular tax levy, and authorizing an increase which may be allowed in the amount under new construction, improvements to property and the State assessed property provisions of State Law. E. Ordinance No. 2017-22 of the City of East Wenatchee establishing Property a Tax Revenue Ordinance. Authorizing the regular property tax levy to be collected in the 2018 tax year, an increase of $117,651.75 in the regular property tax resulting from previously banked capacity, an increase of one percent in the resulting regular property tax levy, and authorizing any increase which may be allowed in the amount under new construction, improvements to property and the State assessed property provisions of State Law. G. 2018-2020 Animal Control Services Agreement Wenatchee Valley Animal Control, LLC — City of East Wenatchee. Presented by Devin Poulson, City Attorney. Motion for City Council to authorize the Mayor to sign the Animal Control Services Agreement on behalf of the City. H. Resolution 2017-11 January 01, 2018 Chelan County Regional Justice Center Contract Amendment increasing bed rental rate from $87.00 to $96.00 per bed day, a 10% increase. Due to increased staff salaries, internal medical costs, vehicle costs, and other supplies. Presented by Devin Poulson, City Attorney. Motion for City Council to accept and authorize the Mayor to sign the Amendment to the contract for the bed rental rate increase to $96.00. I. Professional services contract between East Wenatchee Municipal Court and Dynamic Collectors, Inc.. Presented by Devin Poulson, City Attorney. Motion for City Council to accept and authorize the Municipal Court Judge to sign the professional service contract with Dynamic Collectors, Inc. 9. Reports and Announcements. a.
