Call to Order, Roll Call and Pledge of Allegiance.
a. Motion to excuse Councilmember Magdoff by Councilmember Crawford.
Councilmember Hepner seconded the motion. Motion carried (6-0).
1. Consent Items:
Mayor Lacy acknowledged a Revised Agenda for the May 7, 2019 meeting, without
objection.
a. 05/07/2019, Checks: 51935-51936; 51942-51949; 51960; 51969-52016, and Voided
Check: 51530; 51795; 51905; 51968, in the amount of $137,538.53.
b. April 2019 Payroll Certification and 1-page of the March 2019 Payroll Certification.
c. 04/16/2019 Council Minutes.
d. 04/25/2019 Council Workshop Minutes.
Motion by Councilmember Crawford to approve consent items. Councilmember
Detering seconded the Motion. Motion carried (6-0).
2. Citizen Requests/Comments. None.
3. Presentations.
a. Link Transit General Manager Richard DeRock provided Council an update of Link
Transits current operations, data of the number of riders per hour, Links current
budget capacity, and a proposed 2/10th of one percent increase to local sales tax by
a ballot measure. The additional funds would be used to increase services to the
Wenatchee Valley which include increased service to the City of East Wenatchee.
The service increases are in response to public Comment over the past 3 years.

Presentations Continued: Link Transit.
Mr. Russ Speidel spoke to Council in support of the Link initiative that will come
forward in August.
Comments provided by Councilmember Detering, Councilmember Johnson,
Councilmember Crawford, Councilmember Hepner, and Mayor Lacy.
Councilmember Johnson asked the Council to support the tax measure by
Resolution. Without objection, Mayor Lacy asked for a Resolution to be placed on
the next agenda for consideration by Council.
4. Public Hearings.
A public hearing to review and consider Amendments to chapter 13.20 of the East
Wenatchee Municipal Code regarding the detection and elimination of illicit
discharges to municipal stormwater facilities This proposal is to amend the sections
regarding prohibited discharges clarifying that discharges from crawl spaces must be
uncontaminated water and discharges from pools, hot tubs, and spas must
dechlorinated and thermally controlled. The proposal is required by the City of East
Wenatchee’s Eastern Washington Phase II Municipal Stormwater Permit issued by
the Department of Ecology.
Mayor Lacy opened and closed the Meeting without public comment.
a. A first reading of Ordinance 2019-09, An Ordinance of the City of East Wenatchee
amending Section 13.20.040 of the East Wenatchee Municipal Code regulating
Storm Water Illicit Discharge Detection and Elimination, clarifying that certain
discharges must be uncontaminated water, dechlorinated and thermally controlled,
containing a severability clause, and establishing an effective date. Presented by
Tom Wachholder, Project Development Manager.
Comments received by Mayor Lacy, Councilmember Hepner, and Councilmember
Detering.
Mayor Lacy elevated Ordinance to second reading without objection.
Motion by Councilmember Detering approving Ordinance 2019-09 amending
Section 13.20.040 of the East Wenatchee Municipal Code regulating Stormwater
Illicit Discharge Detection and Elimination as presented. Councilmember Raab
seconded the motion. Motion carried (6-0).
5. Department Report.
a. Events Department Director Trina Elmes presented a 2019 Classy Chassis Report to
Council. The event was successful.

6. Mayor’s Report.
a. Mayor Lacy provided a positive report of the Spring 2019 Misawa Delegation Visit
and what a good job the Sister City Association did. The Mayor also commented that
the Sister City Association needs new volunteers as there are members leaving.
b. Mayor Lacy informed Council of a possible resolution between both Port Districts
and a possible functional consolidation to create joint operations for the Ports,
resulting in one entity running the Pangborn Airport in the future reducing
duplicated expenses.
c. Mayor Lacy shared that he had a meeting with Mr. Alex Cruz who is seeking
contributions to build an all-weather surface/field for Futsal. Mr. Cruz presented to
Mayor Lacy after he was denied by the East Wenatchee Events Board for
Hotel/Motel Tax funds. Mr. Cruz asked to present to Council for possible funding
from the General Fund. Mayor Lacy stated that he would possibly be presenting at
the next Council Meeting. Mr. Cruz clarified that the development of a Fustal facility
would put East Wenatchee in a position to host tournaments. That information was
not included in their original application.
d. Mayor Lacy shared that he had a meeting with Mr. Turner regarding the 2018
Wenatchee World 2018 Hero Banners that provides an opportunity to honor a
veteran or someone currently serving in the military that was led by the Wenatchee
Downtown Association. Anyone may purchase a banner for $200. Mr. Turner asked
if East Wenatchee is interested in expanding this program to both sides of the River.
The banners hang for 2-months and we may want to consider making an investment
in more banner brackets for the City light Standards.
e. Mayor Lacy reminded the Council of a slogan that City Attorney Devin Poulson
shared during the Council Retreat “East Wenatchee a great place to land”. Mayor
Lacy suggested designing new banners and using the slogan in the future.
f. Councilmember Chuck Johnson asked about the Foursquare Church Property
available for purchase that was discussed at the March 19, 2019 Meeting. The
Eastmont Parks District was looking to purchase it, the Mayor stated that the Parks
District has made another offer, but the counteroffer from the seller is more than
they anticipated.
7. Action Items.
a. Second reading of Ordinance 2019-08, An Ordinance of the City of East Wenatchee,
adopting the City of East Wenatchee Capital Facilities Plan 2019-2024 as part of the
2018 annual comprehensive plan review and update process for the Greater East
Wenatchee Area Comprehensive Plan in accordance with the requirements of the
Growth Management Act; repealing ordinance 2010-08; and setting an effective
date.
