Consent Items: a. 03/11/2019 Fred Meyer #654, Easter Egg Hunt Sponsorship Agreement. b. Date: 03/19/2019, Checks: 51659; 51669; 51686 - 51772, and Voided Checks: 51284; 51651 in the amount of $146,852.45. c. 03/05/2019 City Council Meeting Minutes d. 03/15/2019 City Council Workshop Minutes. Motion by Councilmember Detering to approve consent items. Councilmember Hepner seconded the motion. Motion carried (7-0). 2. Citizen Requests/Comments. a. Councilmember Sterk introduced his friend David Rea visiting from Zambia, Africa. b. Kim Schooley, 1119 Park Roy Place SE, East Wenatchee, WA 98802. Ms. Schooley came to Council to discuss the new LED Lights and potential health hazards from glare. Ms. Schooley requested a shield be placed on a street lamp near her home to help manage how much light is directed towards on her home. Tom Wachholder will be in contact with Ms. Schooley. Comments provided by Councilmember Hepner and by Project Development Manager Tom Wachholder. 3. Presentations. Department Report. a. Project Development Manager Tom Wachholder provided a Public Works Department Report updating Council on all current projects which included information of an oil tank that was not closed in place on the Gateway Property. The Tank will be emptied and filled with sand for properly closed in place. Apparently, this was an operational heating oil source for the service station. Comments provided by Mayor Lacy, Community Development Director Lori Barnett, Councilmember Johnson, and Councilmember Detering. b. Finance Director Josh DeLay provided a Finance Department Report/ financial update through February 2019. Comments provided by Councilmember Johnson, Councilmember Detering, Councilmember Magdoff, Councilmember Raab and City Attorney Devin Poulson. 5. Mayor’s Report. a. The Mayor spoke regarding the Gateway Project and asking staff if our current set of Ordinances are adequate for security and use of the Gateway Project to address smoking, drinking, etc. It does not appear that the City will need any additional Ordinances or changes to existing Ordinances at this time. Comments provided by Councilmember Hepner, Councilmember Johnson, and Councilmember Crawford. b. The Mayor spoke regarding the Foursquare Church property that is available for sale. The Eastmont Metropolitan Parks District currently uses this facility and is also looking to purchase the property. Ms. Brawley with the Parks District spoke to Council about possibly partnering in the purchase for a Community Center. Mayor Lacy designated Community Development Director Lori Barnett to stay in touch with the Parks District and bring information to Council. The Mayor announced that a Council Workshop is scheduled for Thursday, March 28, 2018. Councilmember Johnson announced that he will not be attending because of another commitment. d. The Mayor spoke regarding the Sister City Board working on the Japanese delegation (approximately 42 are coming) and making all the necessary arrangements for their visit. The Mayor authorized Human Resources Generalist Teresa Allen to go to Misawa Japan this year as part of the City Delegation.
