10:00 a.m. Council Workshop
Sara Higgins and Vicky Scharlau with 501 Consultants, opened the meeting.
o Diversity of Thought and Personality:
Councilmembers and staff shared their communication and leadership styles.
All styles work together to create great teams.
o Definition of Vision, Mission, Values, Goals and Objectives:
The group discussed elements of a strategic plan.
Vision – What we aim for, compelling, aspirational & timeless
Mission – How we intend to manifest our vision; provides the path to realize it
Values – What we believe and how we behave
Goals –Desired results to be achieved over several years
Objectives – Specific & measurable outcomes.

o Acknowledgement of Existing Guiding Documents:
A partial list of existing documents to be referenced in the strategic plan was
discussed.
o Strengths, Weaknesses, Opportunities and Threats (SWOT) Analysis:
Responses to a consultant-led survey were reviewed and discussed; additional input was captured and discussed. Survey questions aimed at helping the group identified characteristics of the City that are within the City’s
control—strengths and weaknesses—as well as external factors over which the City has no control—opportunities and threats.
The group discussed the work progressing with Our Valley Our Future’s game changing initiative “One Community” and how that model can be used to collaborate with external partners. Further discussion led to group consensus
on the value of continued, regular communications with public service partners. A group like the Community Leadership Advisory Group can provide relationship building, mutual trust and vision. There are opportunities for such a group to provide reporting back to participating entities and to operate under a memorandum of understanding that would lend greater
weight to the group’s recommendations.
o Big Hairy Audacious Goal or “BHAG”:
In strategic planning, frequently there are multiple critical issues that surface from the SWOT analysis that can be broken down into manageable goals, objectives, and strategies. Sometimes one overarching issue dominates, and
appears difficult to breakdown. This can inform a BHAG. The City’s lack of control of many of the services its citizens depend on (eg. water, sewer), and the critical nature of the relationships with the partners who provide those services are significant contributors to a BHAG.
The group discussed this issue and the BHAG at length.

o Our Value Our Future (OVOF) SWOT Analysis:
The group discussed OVOF stakeholder survey responses in comparison to the City’s above-mentioned SWOT analysis.
o Review of a Draft Strategic Plan Template:
501 Consultants presented a draft Strategic Plan Template populated with statements taken from some of the City’s guiding documents to help inform Plan development. There was discussion and brainstorming directed at Plan development.
o Identify Process to Continue Plan Development
Ideas were discussed to start and continue the process of developing and completing a strategic plan.
