PLEDGE OF ALLEGIANCE
PUBLIC COMMENTS
Paul Falcon, East Wenatchee, expressed concerns of solar flares affecting communications devices and
encouraged Council to consider it if someone comes forward with a computer operation enabling us to
better prepare ourselves for widespread power blackouts and without critical communication signals for
long periods of time.
Mr. Falcon said at the last meeting a citizen set up a movie camera and filmed the Special Council
meeting. He said he is all for first amendment rights. However, he felt this was not appropriate as the
person filming the meeting is running for public office.
Mr. Falcon lodged an objection to people who live in this city that go around portraying the city as a place
that spends money uselessly and complaining about small government.
Nathan Scott, 918 Manzanal Street, East Wenatchee, said he felt the Special Council meeting regarding
Thunder Swamp sprint boats was well attended. However, he believes information should have been
submitted prior to the meeting to encourage more public participation as the only thing sent out was the
agenda.

Cindy Ficker, East Wenatchee, expressed concerns regarding the new garbage collection contract as she 40
has heard rumors that it's citizens will receive a decrease in services, an increase in prices, lose the
recycling program, and the 4 free dumps.
Mayor Lacy said he would cover these concerns in his report.
Felix Siletty, East Wenatchee, said he was unable to fmd any information on the city's website related to
the upcoming election or the garbage collection contract and encouraged the City to provide more
information to encourage citizens to become more involved.
MAYOR'S REPORT
Mayor Lacy addressed comments made regarding the garbage collection contract. He stated that the
contract with Waste Management expires at the end of the year, so the City went through a bidding
process and received proposals from four companies based on the Minimum Service Levels that were
established and adopted by ordinance in June 2011. There was a committee of three Councilmembers that
reviewed the proposals and selected Sunshine Disposal to negotiate a contract. He added Waste
Management's bid was 29% above the current rate. He said based on the bid proposals which include
variable tote sizes there will not be any significant increase in pricing or decrease in services. He said
none of the bids came in with the offer of four free dumps and he is negotiating with Sunshine Disposal to
possibly set up an event several times a year to collect yard waste and other large items. He added
Sunshine Disposal has stated that they intend to offer any Waste Management employees that work in
East Wenatchee an opportunity to go through the job process for the East Wenatchee Routes prior to
hiring from outside. •
Mayor Lacy invited the public to attend the welcome reception for the visiting Misawa Sister City
Delegation on Thursday, September 29, 2011, at 4:00 p.m. at the Executive Flight located at Pangborn
Airport Business Park.
Mayor Lacy said it was brought to his attention there will be an Association of Washington Cities will be
holding a regional meeting in Wenatchee on September 281h at the Convention Center. He said he
received a request from Councilmember McCourt to attend this meeting and asked if other
Councihnembers were interested in attending.
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Johnson,
authorizing the expenditure of $90.00, for Councilmember McCourt and Councilmember Bremmer to
attend the AWC Regional meeting being held in Wenatchee on September 28, 2011. The motion carried,

Mayor Lacy presented a Certificate of Appreciation to Assistant Court Administrator, Mary Beth
Holzerland, for 10 years of service to the City of East Wenatchee and to Court Administrator, Joan Sims,
for 15 years of service to the City of East Wenatchee. He apologized publically for being late in
presenting these awards.
DEPARTMENT REPORT
Finance Director Nick Gerde, reviewed the Financial Report which included a brief narrative of the
August financial results for 2011; financial schedule of revenues, expenses and changes for the first eight
months of 2011 and for the month of August 2011; Cash flow schedules for the first eight months of 2011 •
with actual results in comparison to budget, and in comparison to the same period in 2010; and monthly
revenue and expenditure report for August 2011, including actual to budget expenditures by line item.

• BUDGET ISSUES
Finance Director Nick Gerde gave a brief overview of the 2012 Annual Financial Budget which includes
an estimate of the carryover from 2011, totaling $2,300,252 and an estimate total of the preliminary
budgets for 2012, totaling $2,300,072. He also reviewed 2012 Budget Assumptions and Highlights which
included Budget costs, Department Capital Costs, Bargaining Unit Agreements for Police Officers and
Police Clerical wages, Local 846-W Cola increase, Increased Healthcare premiums, Commercial
insurance, detention costs, RiverCom costs and other significant costs through quotes from vendors,
revenue sources for the City, preliminary assumptions for capital costs for street projects, and the cost
factors identified in the 2012 preliminary budget.
CONSENT CALENDAR
Items listed below were distributed to Councilmember's in advance for study and were enacted in one
motion.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Bremmer,
to approve the consent calendar as presented. The motion carried, 7-0.
1. Consideration of Minutes — Regular Session, September 13, 2011
— Special Session, September 20, 2011
2. Consideration of Payables
i. 2011 Pa, ambles — As of this date, September 27, 2011, Council does
• approve check numbers 33930; 33926 through 33927; 33929; and 33976
through 34021 in the total amount of $199,709.87. Payables check
numbers 33785, 33787, 33890, 33947, 33951, 33953, and 33963 were
voided.
ii. 2011 Payroll — As of this date, September 27, 2011, Council does
approve check numbers 33668 through 33707 and 33718 through 33758
in the total amount of $361,334.83 for the month of August. No payroll
checks were voided.
3. Performance Agreement with Luke Boyce as L-Bow the Clown.
ACTION ITEMS
4. 11-09-04 Professional Services Agreement — Assignment of open ended contract with
Alliance Consulting Group to SCJ Alliance.
Presented by Lori Barnett, Community Development Director.
Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Bremmer, to approve the assignment of the contract to SCJ
Alliance and authorize the Mayor to sign the document. The motion carried, 7-0.
RESOLUTION
5. 11-09-05 A resolution authorizing the Mayor to sign an Interlocal Agreement authorizing
the City of Wenatchee to act as lead entity in administration and use of
Homelessness Housing and Support Funds collected locally and those provided
through the Washington State Department of Commerce.

Council Action: A motion was made by Councilmember Bremmer, second by
Councilmember Buckner, authorizing the Mayor to sign an Interlocal Agreement
adopting Resolution 2011-15. The motion carried, 7-0.
RESOLUTION NO.2011-15
A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINGTON
AUTHORIZING THE MAYOR TO SIGN AN INTERLOCAL AGREEMENT
BETWEEN THE CITY OF EAST WENATCHEE, THE CITY OF WENATCHEE,
DOUGLAS COUNTY, AND CHELAN COUNTY FOR THE PURPOSE OF
AUTHORIZING WENATCHEE TO ACT AS LEAD ENTITY IN ADMINISTRATION
AND USE OF HOMELESS HOUSING AND SUPPORT FUNDS COLLECTED
LOCALLY AND THOSE PROVIDED THROUGH OR BY THE WASHINGTON
STATE DEPARTMENT OF COMMERCE, SUPERSEDING AN INTERLOCAL
AGREEMENT EXECUTED ON AUGUST 27, 2006, AND ESTABLISHING AN
EFFECTIVE DATE.
Mayor Lacy added two items to the agenda for discussion.
Thunder Swamp Sprint Boat Racing Event
Council discussed whether the City should continue funding the event, decrease the amount of funding
over the next couple of years while sponsors take over the event, comments they have received regarding •
the City's support in funding the event, responses from cold calling City residents regarding the event,
comments left on the Wenatchee World website related to support or opposition of the event, using the
funds for other tourism events, using the funds for roads, and eliminating the Events Department.
Mayor Lacy explained that the Hotel/Motel tax that the City receives can only be used for tourism. He
said the Events Board puts on other City events such as Wings and Wheels and Classy Chassis and by
eliminating the Events Department we would have to see the events through without any leadership.
Council Motion: A motion was made by Councilmember Hendricks, second by Councilmember
Bremmer, to terminate the land lease agreement with Western Sunset, LLC, and the license agreement
with the United Sprint Boat Association. The motion carried, 5-2. (Johnson, Buckner)
Police Department Budget
Mayor Lacy said at the recent Budget Committee meeting they discussed whether the City should reduce
the police force by one officer and not budget for a replacement in 2012. He said this came up due to the
recent retirement of a police officer. He said he is not sure this is something the public would be in favor
of and thought it should be discussed and possibly hold a public hearing on the issue. He added the issue
will need to be decided on within the next 60 days in order to complete the budget process.
Council discussed public safety concerns with a reduction in force, coverage area, affect to East
Wenatchee with cutbacks that occur in other law enforcement agencies, and statistics related to officers
per capita.

• COUNCIL REPORTS
Councilmember Hendricks asked if the City is planning to adopt the International Building Code as
Douglas County has done. Ms. Barnett said there have not been any recent discussions.
Councilmember Bremmer asked if Code Enforcement Officer, Jeff Morrison, has been following the
process Douglas County is taking regarding the International Energy Conservation Code. Mayor Lacy
responded that he will ask Mr. Morrison to give an update.

Goodwill worker finds $38,000 in checks, $1,500 cash

EAST WENATCHEE — It's not uncommon for sorters at Goodwill
Industries to find some change or a few bucks in donated items.
But Taide Gonzalez was in for the surprise of her life Tuesday
afternoon when she opened a gray purse and found $38,000 in checks
and $1,500 in cash inside.
"I've never seen a lot of money in my hands before," said Gonzalez,
who's worked as a Goodwill pricer and sorter since 2006.
She said she immediately took the funds to store manager Darryl Hull,
who remembered a woman calling earlier in the day to to say she
thought she had accidentally left money and checks in some donated
items.
He called the woman who quickly came in to retrieve the funds. "She was overcome with joy, about
falling down," he said.
The woman's mother had recently died and the donated items came from her estate, Hull said.
Did Gonzalez ever think about keeping the money?
"No," the 27-year-old said. "I think if I ever left some money somewhere, I'd like it if they would give it
back to me."
Hull said the company is planning to put together a reward for Gonzalez. He did not know how much it
would be.
"We like to encourage this type of thing among our employees," he said.

• STREET PROJECTS
1. In recessionary periods, the City has been able to obtain more than
$3.7 million in federal and state funding for Street Preservation and
Re -Construction Projects.
2. In each case, we have been able to leverage our REET monies to
provide nearly all of the matching funds for projects thru 2012.
3. Grant Road, 9th Street and 15th Street are preservation projects
that are fitting into the framework of the "Street Preservation and
Maintenance Program" that has been drafted by our City Engineer.
4. In order to continue to build upon the momentum that we are
experiencing in creating these project opportunities, I will ask the
the Budget Committee to consider other funding opportunities to
supplement REET monies in the future. This evaluation process will
• involve looking well beyond the 2012 Budget Year under consideration.
Establishing direction is the goal, not "beancounting" a number.
5. Because some of the Council have commented recently on the
continuing necessity for street preservation activities, I wanted to remind
the Council of the current status or extent of our existing opportunities.
6. From a financial standpoint, the City has some choices regarding
allocation of resources. Now may be a good time to set direction.

Dear Mayor Lacy and East Wenatchee City Council Members:
Thank you for taking time to talk with me on September 27. I regret that I am not available to
travel to East Wenatchee to meet with you on October 11 to further discuss the status of
negotiations with you. I appreciate the time and effort that both parties negotiating teams put
into our contact mediation meetings on September 27 & 28. Although I remain optimistic that a
settlement is possible, I also recognize that the legal remedy for an impasse in bargaining with
your police officers is interest arbitration.
The issues that remain unresolved in bargaining, and will be certified by PERC for interest
arbitration if an agreement cannot be reached, Include:
1. Wages
2. Educational incentives
3. Tuition reimbursement
4. Sick leave cash out upon retirement
If the union and the city are not able to make further proposals on these issues, I am prepared to
recommend these issues for certification. Once these issues are certified for interest arbitration
the parties will be responsible for selecting an arbitrator. The city and union split the costs of
hiring the will
(ie. fees, travel expenses). Each party is responsible for its own legal
representation costs.
I will talk with Mr. Poulson and Mr. Parmley after your October 11 meeting to determine
whether the parties wish to make any other proposals or wish to be certified for arbitration.

Daredevil pilots belly -flopped into the record books
and the hearts of Washington town
East Wenatchee keeps aloft the story of Clyde Pangborn and Hugh Herndon, who were
the first to fly nonstop across the Pacific in 1931. A replica of their plane, the Miss
Veedol, is among the treasures on display.

The Wright brothers. Charles Lindbergh. Amelia Earhart. Howard Hughes.
You don't have to be interested in aviation to recognize the names of famous, risk -taking
pilots from the early days of flight.

• But mention Clyde Pangborn and Hugh Herndon, and most folks stare blankly as they
utter, "Who?"
Even in the Wenatchee Valley, east of the Cascades in central Washington,
schoolchildren don't know the names, although this is where history was made on Oct.
5, 1931, when the two pilots, in a plane named Miss Veedol (after a brand of motor oil),
belly -flopped onto a muddy airstrip, becoming the first people to fly nonstop across the
Pacific.
The two, who had taken off 41 hours earlier from Japan, flew much farther than "Lucky
Lindy" had four years earlier, when his Spirit of St. Louis crossed the Atlantic. Unlike
Lindbergh, Pangborn and Herndon didn't make it into most history books — or even the
movies.
"I'm mystified by why it hasn't received the press that it should have, because it was
such a milestone," said Dave Stadler, one of several pilots who run the Spirit of
Wenatchee, a nonprofit that works to keep alive the accomplishments of Pangborn and
Herndon. They display a functioning replica of Miss Veedol at air shows around the
country, including the Wings & Wheels Festival held each October in East Wenatchee.
The festival ground is just one of several area venues where the two daredevils are
remembered. Monuments can be found in local parks. At one, a 6-foot model of the
bright -red aircraft spins atop a pole. At another, a tall stone sculpture — topped with
two birds, their wings outstretched — marks the location of the muddy landing strip.
But it's at the Wenatchee Valley Museum and Cultural Center that their remarkable and
relatively untold story is most fully explored.
A fascinating exhibit focuses on Pangborn, a Washington native familiar with the
community's dirt runway because his mother and brother lived in Wenatchee.
"He had flown in and out of Wenatchee several times," said Mark Behler, the museum's
curator. By 1931, Pangborn, a former stunt pilot, had joined with Herndon to operate a
three -plane airline.
A showpiece of the museum is Miss Veedol's original propeller, badly bent on one end
from the rough landing. It, a pack of Herndon's Camel cigarettes and Pangborn's white
silk scarf are among other popular artifacts.
The propeller is the only part of Miss Veedol that remains. The plane, with a new
propeller, later disappeared over the Atlantic with another crew at the controls.
"Not even the Smithsonian has a piece of it," Behler said.
The curator said Pangborn and Herndon had only a Thermos of hot tea and some
is chicken for nourishment during the grueling flight.
• "They had no heater. They had no radio, not even any life jackets," Behler said. "It really
was by the seat of their pants."
Stadler called the feat a "fantastic accomplishment" by two young men who "were
willing to take risks." Part of their incentive was the $25,000 prize a Japanese
newspaper had offered to whomever first made it across the Pacific without stopping.
"They took off with an overloaded airplane that they didn't really know would get off the
ground," Stadler said. "It was one of those 'chew your knuckle' -type things, whether they
were going to get off or not. They were bound and determined, because if they didn't get
off, there was going to be a big inferno ... and instant death."
Stadler added that the city of Seattle — already a hub for aviators — was offering
additional prize money if the first flight landed there, but that was impossible.
"Seattle was totally socked in [by fog] all the way up to the high Cascades," he recalled.
The rough landing in Wenatchee was anticipated; to lighten the load, the plane's landing
gear, along with empty fuel cans, had been ditched over the Pacific.
Wenatchee's Pangborn Memorial Airport honors the man who made history at the
controls of a Bellanca plane with an old-fashioned compass and an artificial horizon —
in 1931, a new contraption — as its only instruments.
The replica plane, built a few years ago with donated funds, is hangared at Pangborn.
Once enough money is raised, the Spirit of Wenatchee group plans to install large
windows through which the new Miss Veedol can be viewed and information panels
read, helping to give the plane and its remarkable pilots their due, eight decades late.
"I guess it was just a sign of the times," Stadler mused. "We were in the middle of a
depression here in 1931, and people's minds were on different things.
"Maybe it was landing in Wenatchee, a small community," he added. "If they had landed
in New York or Los Angeles or somewhere like that, [maybe] it would have been much
more newsworthy and spectacular."

COUNTY JAIL.
BACKGROUND/HISTORY: Currently, the City houses inmates at the Okanogan County Jail at the
rate of $51 /day. Beginning January 1, 2012, Okanogan has informed the City that it will raise
its rates to $52/day. The attached addendum extends the current contract to the end of 2012
and reflects the rate increase.
Currently, Chelan County charges the City $73.50/day for its jail services.

• ADDENDUM TO AGREEMENT BETWEEN OKANOGAN COUNTY, WASHINGTON
AND THE CITY OF EAST WENATCHEE, WASINGTON, FOR THE HOUSING OF
INMATES IN THE OKANOGAN COUNTY JAIL
As authorized by Section 2 of the Agreement, the parties modify the original agreement as
follows:
Section 2. DURATION
This Agreement shall remain full force and effect from January 1, 2012 until December
31, 2012, subject to earlier termination as provided by Section 3 herein. This Agreement may be
renewed for like successive periods by written addendum under such terms and conditions as the
parties may determine. Nothing in this Agreement shall be construed to make it necessary for the
City to have inmates housed in Okanogan County continuously.
Section 5. COMPENSATION
(a) Rates. Except as provided in subsection (b), Okanogan County agrees to perform at no
transport cost to the City, between the Okanogan County Corrections Facility and the Chelan
County Regional Jail or such other location as designated by the City in order to transport
inmates to and from the City, and to house the City inmates for compensation per day per inmate,
at the rate of fifty-two dollars ($52.00) per day. Annual cost of living increase 100% of CPI.
The parties agree that Okanogan County will not charge a separate booking fee to the City or
City inmates in addition to such rate.
