DEPARTMENT REPORTS Finance Department City Treasurer/Finance Director Nick Gerde reviewed the Financial Report for the month of November and the first eleven months of 2010, ending November 30, 2010. Mr. Gerde submitted an analysis for compensation for Councilmembers that had been requested by Councilmember Johnson at the previous City Council meeting. He said he used the same process that was used for every position in the City, using the Association of Washington Cities (AWC) salary survey and benefit survey. The comparison showed the average for local cities which included Wenatchee, Moses Lake, Ellensburg, Quincy, and Ephrata, and Wenatchee. Those local cities average $415 a month. The comparison showed that all other cities average $353 a month. East Wenatchee Councilmembers are compensated at $550 a month. • Councilmember Barnhart stated that as a result of the last article in the Wenatchee World he received a lot of positive comments of the City's finances. He thanked Mr. Gerde for all his work. Councilmember Johnson also thanked Mr. Gerde stating that he appreciates his efforts very much. CITY OF EAST WENATCHEE COUNCIL MINUTES DECEMBER 14, 2010 • Events Department Dawn Collings, Events Coordinator presented Council with and infomercial which gave an overview of the East Wenatchee Events Board (EWEB) Annual Report. MAYOR'S REPORT Mayor Lacy said he had received a letter from Pete Fraley of Ogden Murphy Wallace, and Cass Gebbers of Gebbers Farms, reviewing the status of an endeavor to bring the Boys and Girls Club and the Cal Ripkin Sr. Foundation to the Wenatchee Valley. The letter stated that as a result of a previous meeting and community members interested in bringing these organizations to the Wenatchee Valley an additional meeting has been set for January 26, 2011, at the Confluence Technology Center (CTC) to continue this work in supporting the private sector to do something for the disadvantaged youth in our community. Mayor Lacy said he will continue to give his time to this as he is very interested in this endeavor. Mayor Lacy said he will be hosting an employee luncheon on Tuesday, December 21, 2010, at 12:00 p.m. He said if Councilmembers wish to help in some respect to contact him. Mayor Lacy asked if any Councilmembers were interested in changing assignments for the upcoming year. City Clerk Dana Barnard said Councilmember McCourt wished to be assigned to Link Transit, she also said Councilmember Johnson expressed a desire to represent the Health District. Mayor Lacy appointed Councilmember McCourt to Link Transit and Councilmember Johnson to the Health District for 2011. He asked if anyone was interested in being assigned to the Public Facilities District (PFD) Board of Directors. Councilmember Barnhart expressed an interest and was appointed to the PFD. • Mayor Lacy thanked the current Budget Committee for their work on the 2011 budget and appointed Councilmember Bremmer, Councilmember McCourt, and Councilmember Johnson to the 2012 Budget Committee. Mayor Lacy entertained a nomination for Mayor Pro Tempore for 2011. Council Action: A motion was made by Councilmember Bremmer, second by Councilmember Buckner, nominating Councilmember Hendricks to serve as Mayor Pro Tempore for 2011. The motion carried, 7-0. Mayor Lacy reported that progress is being made with union negotiations. However, it does not look like the negotiation process will be completed before the end of the year. Therefore, the contracts that are currently in place will continue in effect until the process is completed. CONSENT CALENDAR Items listed below were distributed to Councilmember's in advance for study and were enacted in one motion. Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Johnson, to approve the consent calendar as presented. The motion carried, 7-0. 1. Consideration of Minutes — Regular Session, November .23, 2010 2. Consideration of Payables i. 2010 Payables — As of this date, December 14, 2010, Council does • approve check numbers 31738; 31740 through 31749; and 31797 through 31870 in the total amount of $144,398.09. Payables check number 31739 was voided. 2 CITY OF EAST WENATCHEE COUNCIL MINUTES DECEMBER 14, 2010 • ACTION ITEMS 10-12-01 Interlocal Agreement with Chelan County - Video Conferencing. Presented by City Attorney Devin Poulson. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Raab, authorizing the Mayor to sign an Interlocal Agreement establishing a video conferencing system between the Chelan County Regional Jail and the East Wenatchee Municipal Court. The motion carried, 7-0. 10-12-02 Police Administration Building Improvements — Bid Award. Presented by City Engineer Don McGahuey. Council Action: A motion was made by Councilmember Buckner, second by Councilmember Johnson, awarding the bid for the Police Administration Building Improvements to the lowest responsible bidder, Blodgett Construction, in the amount of $110,350.64 and authorizing the Mayor to sign the contract. The motion carried, 7-0. 10-12-03 Interlocal Cooperative Agreement with Douglas County — Eastside Apple Capital Loop Trail Enhancement Project. • Presented by City Engineer Don McGahuey. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Barnhart, to approve the Interlocal Cooperative Agreement with Douglas County — Eastside Apple Capital Loop Trail Enhancement Project and authorize the Mayor to sign the agreement on behalf of the City. The motion carried, 7-0. 10-12-04 Authorization for the Mayor to sign a Lease Agreement for a copy machine for the City Hall downstairs office area. Councilmember's discussed shopping at local vendors and agreed by consensus to have Mr. Gerde contact local vendors for lease and/or purchase pricing for a copy machine for the downstairs office area. Mayor Lacy said the issue will come back for action after receiving local lease and/or purchase options. 10-12-05 Settlement Agreement between the City of East Wenatchee and Clearwater Saloon Inc. • Presented by City Treasurer/Finance Director Nick Gerde. The motion carried, 6- ORDINANCE l 10-12-06 First reading of an ordinance amending Ordinance No. 2010-13 amending the City of East Wenatchee 2010 Budget. Presented by City Treasurer/Finance Director Nick Gerde. Mayor Lacy read first reading of the ordinance. ORDINANCE NO.2010-17 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING ORDINANCE NUMBER 2010-13 AMENDING THE CITY OF EAST WENATCHEE 2010 BUDGET. Council Action: A motion was made by Councilmember Barnhart, second by Councilmember McCourt, to adopt Ordinance No. 2010-13 amending the City of East Wenatchee 2010 Budget. The motion carried, 5-2. (Bremmer, Hendricks) • 10-11-07 Second reading of an ordinance fixing and confirming salaries and compensation to be paid to certain officials and employees of the City of East Wenatchee during the year 2011. ORDINANCE NO.2010-18 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, FIXING AND CONFIRMING THE SALARIES AND COMPENSATION TO BE PAID TO CERTAIN OFFICIALS AND EMPLOYEES OF THE CITY OF EAST WENATCHEE DURING THE YEAR 2011, CONTAINING A SEVERABILITY CLAUSE, AND ESTABLISHING AN EFFECTIVE DATE. Council Action: A motion was made by Councilmember Barnhart, second by Councilmember McCourt, to adopt the ordinance fixing and confirming salaries and compensation to be paid to certain officials and employees of the City of East Wenatchee during the year 2011. ORDINANCE NO.2010-19 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE ADOPTING THE FINAL BUDGET OF THE CITY FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2011. Council Action: A motion was made by Councilmember Barnhart, second by Councilmember McCourt, to adopt the Final proposed 2011 Budget for East Wenatchee. The motion carried, 5-2. (Bremmer, Hendricks) Councilmember Barnhart asked if the City Council could return to getting paid once a month rather than getting paid twice a month. Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Buckner, for City Councilmember's to get paid once a month. The motion carried, 4-2. (Johnson, Bremmer) (Raab Abstained) RESOLUTION 10-11-04B A resolution adding a Life Insurance Benefit for all employees of the City. Presented by City Treasurer/Finance Director Nick Gerde. RESOLUTION NO.2010-13 A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINGTON, APPROVING THE ADDITION OF A LIFE INSURANCE BENEFIT FOR ALL ELIGIBLE EMPLOYEES. Council Action: A motion was made by Councilmember Johnson second by Councilmember Barnhart, to approve the addition of a Life Insurance Benefit for all eligible employees of the City. The motion carried, 5-2. Mayor Lacy said since all business has been completed, the regular scheduled Council meeting for December 28, 2010, will be canceled. Spurgeon Over the past four months, our Commission has been engaged in a District 3 wholesale evaluation of our Port District's past performance as well as p building a plan that will support the Douglas County economy in the years ahead. Staff Our process has involved visiting eight other similarly -sized port districts Doug Provo around the state, evaluating their strategies for growth, and applying their Business Manager lessons to our community. It has also involved several high level doug@portofdouglas.org discussions with County and regional leaders, during our Manufacturing Davis Arneil Law Firm Summit, our Regional Leaders Forum, and four half -day planning Legal Counsel workshops focused on identifying opportunities and strategies that fit •Mel Henkle, CPA Douglas County and its resources. We have learned much during the Accountant process, have put together a Strategic Plan as well as a detailed and specific work plan, and believe we are now on the right track. A copy of our Draft Strategic Plan is attached for your review and comment. The Commission will meet on Tuesday, January 11, 2011 at 8:30 a.m. in the Port offices to discuss the Plan, and we would welcome your reaction and comments either before or at that time. Mission Continuously improve the economy of Douglas County for its businesses, residents and environment through strategic investments and effective partnerships. Goals and Strategies 1. Develop and Operate Pangborn Memorial Airport to Fully Serve the Air Transportation and Economic Development Needs of the Region, in Cooperation with Port of Chelan County. Strategies: Extend the main runway at Pangborn Memorial Airport. • Continue to support protective zoning, including compatible comprehensive plans and land uses that support public safety and economic growth. Increase commercial air service and develop airport real estate assets to generate revenue to support airport operations. 2. Develop Opportunities for Douglas County Land and Water Resources and Leverage Port Capacity to Develop Land, Buildings and Infrastructure to Meet Customers' Needs Strategies: Support the development of tourism, agriculture, manufacturing, distribution and technology industries in Douglas County. Work with private developers for construction of industrial and commercial buildings on both private and Port property. Evaluate waterfront development opportunities. Recruit, Retain and Grow Companies in Douglas County Strategies: Identify and support business location and expansion opportunities. Coordinate private and public economic development efforts in Douglas County and the region. Promote Douglas County through various marketing strategies. Cooperate with the Washington State, federal, and local economic development agencies. Distribute lead information to private property developers for prospective business siting, relocation and expansion. 4. Pursue Opportunities to Expand Economic Development in Rural Douglas County Strategies: Pursue infrastructure improvements in the rural communities of Rock Island, Waterville, Mansfield, Bridgeport, and Orondo such as water, power, sewer, signage and industrial buildings, to stimulate economic development. Manage and improve airport facilities at Waterville and Mansfield to stimulate private and commercial use of the airports for hangars and general aviation. 5. Provide Leadership and Economic Growth Strategies Through Innovation, Inter -agency and Private Sector Cooperation Strategies: Initiate communication with public agency boards and private business leaders, participate in joint meetings, and communicate to keep the public informed of Port activities. Work with County and city officials for appropriate regulation to comply with state and federal requirements and standards for compatibility with industrial and transportation uses. Generate economic development data for use in measuring growth impacts and benefits of targeted industries.
