Mayor Lacy thanked Mr. Virnig and said this recognition was a small token of appreciation for all his years of service. BUDGET ISSUES Finance Director Nock Gerde - Budget Committee Report Finance Director Nick Gerde reviewed the agenda items and the results from those items that were discussed during the Budget Committee meeting held on October 5, 2010. Mr. Gerde said the next scheduled budget committee meeting would be on Tuesday, October 19, 2010. However, due to conflicts with, that date, another date will be scheduled. - 0 CITY OF EAST WENATCHEE COUNCIL MINUTES I OCTOBER 12, 2010 MAYOR'S REPORT • Mayor Lacy said the process for the budget is different this year. He said this year the City started with a preliminary draft of the Preliminary Budget that has been worked on and refined by the Budget Committee. It is now ready to be brought before Council for consideration. Mayor Lacy said the main highlights in this budget are that this is a balanced budget and the cash position at the end of the year will be approximately $2 million. Mayor Lacy reported that based on the volume of usage of one of the City's copy machines it has resulted in a need to renegotiate with the vendor for an upgraded machine. The vendor has proposed a machine that will cost an additional $7.00 per month for an extension to our current lease. This machine will accommodate our greater usage as well as obtain a reduction in the color copy charge rate. Mayor Lacy said without objection he would sign the copier contract. No objection was heard from City Council. Mayor Lacy said submitted to Council this evening, is a joint letter from the City and County, addressed to Senator Linda Evans-Parlette regarding the potential surplus of Washington State Department of Transportation (WSDOT) right-of-way along the east bank of the Columbia River in the East Wenatchee area. He said this reflects the consensus of opinion that resulted from a discussion during the last Council meeting. The Douglas County Board of Commissioners Chairperson has signed this letter on behalf of Douglas County. Mayor Lacy said without objection he would sign the letter on behalf of the City. No objection was heard from City Council. CONSENT CALENDAR Items listed below were distributed to Councilmember's in advance for study and were enacted in one 40 motion. Council Action: A motion was made by Councilmember Raab, second by Councilmember Johnson, to approve the consent calendar as presented. The motion carried, 6-0. 1. Consideration of Minutes — Regular Session, September 28, 2010 2. Consideration of Payables and Payroll i. 2010 Payables — As of this date, October 12, 2010, Council does approve check numbers 31390 through 31444, in the total amount of $152,008.66. Payable check 31387 was voided. ii. 2010 Payrolls — As of this date, October 12, 2010, Council does approve check numbers 30984 through 31155 in the amount of $352,478.15 for the month of August 2010. No payroll checks were voided. ACTION ITEMS 10-10-01 Range Use Agreement. Presented by Police Chief Randy Harrison. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Barnhart, authorizing the Mayor to sign the Range Use Agreement for utilization of the North Central Washington Gun Club by the East Wenatchee Police Officers for training and firearm qualifications. The motion carried, 6-0. 0 CITY OF EAST WENATCBEE COUNCIL MINUTES OCTOBER 12, 2010 • 10-10-02 Interlocal Agreement regarding a Video Arraignment system. Presented by City Attorney Devin Poulson. Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Johnson, authorizing the Mayor to execute an Interlocal Agreement with Chelan County for the purpose of the City using the video arraignment system that will be installed at the jail. The motion carried, 6-0. 10-10-03 Separation Agreement. Presented by City Attorney Devin Poulson. Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Johnson, authorizing the Mayor to execute the Separation Agreement on behalf of the City. The motion carried, 5-1. (Hendricks) 10-10-04 Employment Contract with City Engineer. Presented by Mayor Lacy. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Bremmer, authorizing the Mayor to approve the employment • contract with City Engineer. The motion carried, 5-1. BACKGROUND/HISTORY: The City receives a communication each Fall from the Douglas County Assessor with schedules and calculations for the purpose of the City's deliberation in deciding whether to collect the additional property tax on new construction and the allowable additional 1% increase limit. The increase limit is an amount equal to the increase in the implicit price deflator (IPD) or one percent, whichever is less. The IPD this year is 1.539%. Consequently, the City could choose to increase its levy by the allowable 1%. The may be done by a single majority vote (RCW 84.55.010). The additional tax on construction has been estimated by the assessor at $13,464.36 and the 1% increase limit is $14,984.28. When added to the previous year's actual levy of $1,498,428.00, the total levy amount would be $1,526,876.64. The City's 2011 Preliminary Budget reflects the increases in property taxes referred to above. I showed the trailer to Mayor Lacy at the Wings & Wheels Festival and he asked that I present the information for consideration. • I have attached pictures of the trailer. Highlights of the trailer are as follows: ➢ 12' x 7' ➢ Vinyl flooring (marble texture) ➢ 18" white counter space around three sides on the interior ➢ White walls and ceiling ➢ Two — 4" floursecent fixtures ➢ 50 amp electrical service ➢ Ceiling vent with "Max Air" cover on the roof of the trailer ➢ Three awning vend windows (split) ➢ Two"pie" angle sign pieces (The 3 awning and 2 pie angle sign pieces create a total "sign perimeter" around the vend opening windows; their signs have been removed.) 36" curbside entry door for loading and unloading boxes and/or equipment Electric brakes with seven pin electrical hook-up They purchased the trailer in 2008 for a delivered price of $7,950. Their business has grown, so they need a larger trailer to accommodate the equipment they need to carry. They have had the trailer advertised for one week for $5,800, but are willing to sell the trailer to the City for the delivered price of $5,000. (They are located in Sandpoint, ID.) Tax and license on the trailer would be approximately $500. (To purchase a 12' x 6' similar type vending trailer from Wheels Plus in East Wenatchee would cost approximately $6,000 new.) The trailer would mainly be used to sell event merchandise at our three biggest events.. Classy Chassis, Thunder Swamp and Wings & Wheels. It would save a considerable amount of time at each event, as we currently have to load merchandise into a storage trailer, then pull things out of the trailer to set up the merchandise booth, and then load things back into the trailer at the end of the day. This has to be done for each day of the event, so by the end of the Wings & Wheels Festival for example, we have loaded and unloaded the trailer three times!! Having our own trailer might provide additional opportunities for us to promote our events. We would still need at least three event canopies (for registration booths, pictures, kids' activities, etc.) This does not include a stage cover, which we usually rent. The District would very much like to acquire some additional property rights should WSDOT decide to surplus any portion of this property located within the District's project boundary. WSDOT originally acquired the property within the Rock Island Dam project boundary from the to District. As a general policy, the District maintains any property interests it holds within its project boundary. However, in this case, an exception was made to accommodate WSDOT's proposed highway corridor. The District retained certain rights when it granted WSDOT the property, among them the right to impound the Columbia River and raise the water level over and under the property. The District has found that the language used to define those rights is not clear. Therefore, the District would like to modify the language so our rights are clearly understood, or acquire the title to the land within the project boundary in the event WSDOT transfers ownership or surpluses the property. Should WSDOT decide to move forward and surplus any of the above land, the District would appreciate your assistance in assuring that we have an opportunity to protect our interests.
