The regular meeting of the Town Council of the Town of East Wenatchee
was called to order by Mayor Forrest Lannoye. Present were Council-
men John Wells, John McDougall, Art O'Neal and Lawrence Letts; Clerk
Dorotha McGee and Chief of Police Joe Carl.
The minutes of the previous meeting were read and stand approved as
read.
The bills were presented to the Council as follows:

John Wells made a motion that the bills be paid with
the exception
of the bill from the Douglas County Juvenile Officer;
motion was
seconded by John McDougall and Passed by a unanimous
vote.
Joe Carl reported he has reveived several complaints
regarding
the poor visibility at the corner of Main Street and
5th Street,
caused by trees on the property of Grace Crawford.
Mayor 'annoye reported that Si heher and Lawrence Letts
attended
the Planning Committee Meeting.
Mayor Lannove requested that repairs Oe
restroom. John Wells made a motion that
purchased and the plumbing be checked in

The possibility of vacation pay for Joe Carl was discussed.
John wells made a motion that Joe Carl be paid for his vacation
time this year, with the stipulation that he set his vacation
next year at the slack time for the Police Dept.; motion seconded
by John McDougall and passed by a majorit� vote. In favor was
John Wells, John McDougall, and Lawrence etts, opposed by Art
O'Neal.
Mayor Lannoye instructed that the bill of �25.00 for Juvenile
Intake Forms be held until the next meeting.
Mayor Lannoye presented the specifications for a new Police car.
John wells stated that he felt that the Town should change the
color to blue. John 'ells made a motion that the Town Council
issue a call for bids for a new car; motion seconded by John
McDougall and passed by a unanimous vote. Bids to be opened
November 7, 1966.
Warren Crowe reported on the Library Board meeting, and spoke
regarding the Library and the Town Budget. He suggested that
' funds to continue the Library be taken from the Street Lights.
Mayor Lannoye explained the contract with the Douglas County
P.U.D. and stated that removing some lights would increase the
price on remaining lights. He stated that after a study of
the City finances, the Council had decided that it was necessary
to cancel the Library Contract.
John wells made a motion to include in the 1967 budget, a budgetary
item of $700.00 for a Library Fund. Motion was seconded by
John McDougall and passed by a unanimous vote.
John McDougall made a motion to approve the 1967 budget as
presented with the addition of the $700.00 Library Fund; motion
seconded by John Wells and passed by a unanimous vote.
Ordinances nos. 113 - 120 were presented to the Council by
Mayor Lannoye as follows:
Ordinances no. 113 - Relating to the Crime of Vagrancy
John McDougall made a motion to approve and pass Ordinance no. 113
Motion seconded by John Wells and passed by a unanimous vote.
Ordinance no. 114 - Relating to Illegal Possession and Consumption
John Wells made a motion to approve and pass Ordinance no. 114
motion seconded by John McDougall and passed by a unanimous vote.
Ordinance no. 115 - Relating to Curfew for Juveniles
' John Wells made a motion to approve and pass Ordinance no. 115
Motion was seconded by Lawrence Letts and passed by a unanimous vote.
