The regular meeting of the East Wenatchee Town Council was called
to order by Mayor Forrest Lannoye. Present were Councilmen
Lawrence Letts, Harry Patrick, Ray Haase, Art OTNeal, Arnold
Stevens, Clerk Dorotha McGee, East Wenatchee Police Joe Carl
and Charles Walker.
The minutes of the previous meeting were read and stand approved
as read.
The bills were presented to the Council

Lawrence Letts made a motion to pay the bills; motion
Ray Haase and passed by a unanimous vote.

Lawrence Letts led a discussion on the East Wenatchee Planning
Commission, and he recommended a Commission of three persons to be
increased to five members. He stated that any final action on
variances or changing in zoning would be made by the Town C^uncil.
The comprehensive plan is basically a guideline for the orderly
development of East Wenatchee, and a Council member may serve on
the Planning Commission.
Ray Haase made a motion to establish the membership on the
Planning Commission for from three to five persons; motion seconded
by Harry Patrick and passed by a unanimous vote.
Mayor Lannoye has appointed Mrs. Dora Faye Davis, Mr. Dennis Irish,
and Mr. John Monroe to the East Wenatchee Planning Commission.
Lawrence Letts made a motion to approve the above appointments;

Motion seconded by Arnold Stevens and passed by a unanimous vote.
Mayor Lannoye presented a letter from the State Highway Dept.
inquiring as to the possible participation by the Town in the
aerial survey and establishing permanent monuments within East
Wenatchee. Three definite survey monuments are located within the
Town. The Council decided to contribute approximately $25.00 to
pay East Wenatchee+s share of the cost.
Mayor Lannoye stated that Mr. Floyd Jennings plans to build a
trailer park at the location of 3rd and Main Streets. He believes
the existing 3rd street is now 30 feet wide, but due to increased
traffic the street should be 40 feet wide. Lawrence Letts made
a motion to pass a resolution requesting that Mr. Jennings deed an
additional 10 feet of right-of-way to the Town for the purpose of
widening 3rd street; motion was seconded by Ray Haase and passed by
a unanimous vote.
Philip Van Meter inquired as to the status of the East Wenatchee
Building codes. Mayor Lannoye stated that the Town now has adequate
and legal building codes.
Ray Haase stated that a street light is needed at the intersection
of Highline and Pace streets. Lawrence Letts made a motion that a
light be installed at said intersection; motion seconded by Harry
Patrick and passed by a unanimous vote.
Mayor Lannoye commended the Clerk an the report from the State
Auditor.
Joe Carl inquired as to the possibility of sending Charles Walker
to Law Enforcement School next month, or if he will be needed to
help sand the streets. Lawrence Letts recommended that Charles
Walker may be needed here, and could attend the school in the
spring.
Mayor Lannoye expressed his appreciation to Mr. & Mrs. Alvis
Armstrong for the tree donated to the park, and to Mr. Ed. Ganz,
Apple Way Wreckers, James Goodwin and all local business persons
participating in transplanting the tree and erecting the Christmas
decorations. Philip Van Meter thanked the Council for the time
donated by Mott Liek.
Art O'Neal spoke regarding the tree planted in the park.
Mayor Lannoye made his committee appointments as follows: Arnold
Stevens, Financial Consultant and Library Commissioner; Ray Haase
Street lights; Lawrence Letts, Planning Commissioner and Mayor
pro-tem; Harry Patrick, Street Commissioner; Art OTNeal, 'Jivil
Defense. Art O'Neal stated that he would not accept his appointment.
Appointment of a Park Commissioner was held in abeyance.
Lawrence Letts made a motion to adjourn; motion seconded by Ray
Haase and passed by a majority vote. Art O'Neal opposed.
