The regular meeting of the East Wenatchee Town Council was called
to order by Mayor Forrest Lannoye. Present were Councilmen Harry
Patrick, Lawrence Letts, Art O'Neal, Attorney John Carlson and
Clerk Dorotha McGee.
The minutes of the previous meeting were read and stand approved
as read.

Lawrence Letts
made
a motion to pay the bills; motion
seconded by
Art O'Neal and
passed by a unanimous vote.
Mr. Mike Lynch, North Central Regional Library, attended the meeting
and explained to the Council members.the mail order library service
expected to begin about June 3rd. Residents of East Wenatchee and
Douglas County will be served. A discussion followed.
Mayor Lannoye presented a Quit Claim Deed for Alvin Court and an
alley. Property has been deeded to the Town by Emmett Racus,
Francis Armstrong, Carl Racus, Leo Racus and Bonnie Lannoye and
recorded by Douglas County in Volume 170 page 639.
Mayor Lannoye stated that the new irrigation water line has been
installed in the park. Previously, two persons had been allowed
by the Council to make connections to the park water line. The
Mayor stated that Mr. Reeder has offered to pay $150.00 toward the
cost of the new system, if hewereallowed to make a connection
to the new water line. Lawrence Letts stated that he was opposed
anyone connecting to the new line. Mayor Lannoye stated that the
Council should determine how much water is needed for the park.
Art O'Neal stated he believes the Town has enough water. After
a discussion, the Council decided to wait and determine the amount
of water the park needs. The City Attorney advised setting a time
limit if individuals are allowed to use the park water line.
Lawrence Letts made a motion to withdraw approval of application
for request for an election presented to the Council February 5,
1968. Motion seconded by Harry Patrick and passed by a unanimous
vote. Said application did not comply with the State statutes.
Mayor Lannoye presented a petition for Annexation by Election
signed by thirteen (13) persons. Lawrence Letts made a motion to
pass Resolution no. 1001, accepting and approving the petition
of application for annexation by election; motion seconded by
Art O'Neal and passed by a unanimous vote.
Mayor Lannoye presented a letter from the Association of Wash.
Cities regarding insurance for City Employees. No action was
taken.
