The regular meeting of the East Wenatchee Town Council was called
to order by Mayor Forrest Lannoye. Present were Council Arnold
Stevend, Art O'Neal, Ray Haase; Clerk Dorotha McGee and Attorney
John Carlson; also members of the East Wenatchee Planning
Commission John Tontz and Dora Faye Davis.
The minutes of the previous meeting were read and stand approved
as read.
Ray Haase stated that the brush should be out away from the street
lights. Mayor Lannoye requested that Mr. haase contact Mr. Fleming
at the P.U.D.
Mayor Lannoye presented the 6 year Comprehensive Street Program
to the Council for approval. Arnold Stevens made a motion to
adopt the Street program as presented; motion seconded by Ray
Haase and passed by a unanimoue.vote. 22,f
Mayor Lannoye stated that he has contacted Munson -Nash for the
engineering costs for widening Main Street. Costs will include
lights, sidewalks and curbs. This estimate should be completed
for the August 5, 1968 meeting.
Mayor Lannoye presented Ordinance No. 129 to the Council for
approval. Ordinance No. 129 relates to the Comprehensive Planning
and Zoning of the Town.
Lowell Sperline stated that he believes Zoning is an infringement ,
on personal rights and stated objections to the following items;
Section 4 page 6 - height of fences, Section 4 page 8 - Churches
not allowed in R-I District, Parks and playgrounds, accessory
uses; Section 6 "E" minimum lot area; Section 7 - page 11, Auto
sales and services. Lowell Sperline requested that the Council
give consideration for continuation of Mr. Grovers business relating
to advertising signs.
Lowell Sperline stated that the Ordinance does not contain any
provisions for shopping centers.
Vern Broaddus stated that his property zoning had been changed and
he was not notified. A discussioXi was held regarding the Douglas
County zoning and the Town zoning.
Mr. Curtis requested that motels be allowed in commercial zones.
The Council approved this request.
Arnold Stevens made a :notion to approve and adopt Ordinance No. 129
and map with the following changes: page 5 No. 19 TRAILER - A build-
ing or vehicle which is portable or which was orginally designed to be
movable and/or which was constructed to permit occupancy for dwelling
or sleeping purposes. Section 4, Part B, no. 3 - to be Section 13
of this ordinance. Section 5, Part C, no. 4 Churches to be included.
Section 5, Part E. No. 2 I'D" delete portion relating off street
parking for boarders and lodgers. Section 7, Part A no. 2, to include
motels; no. 4 delete words display and storage, motion was seconded
by Ray Haase and passed by a unanimous vote.
Ray Haase made a motion to adjourn; motion seconded by Arnold
Stevens and passed by a unanimous vote.
