The regular meeting of the East Wenatchee Town Council was called
to order by Mayor Forrest Lannoye. Present were Councilmen Arnold
Stevens, Harry Patrick, Art O'Neal, Ray Haase; City Attorney John
Carlson, Clerk Dorotha McGee and East Wenatchee Police Officer
Charles Walker.
The minutes of the previous meeting were approved as read.
Arnold Stevens made a motion to approve the bills as signed by
tow Councilmen at the August 4, 1969 meeting; motion seconded by
Ray Haase and passed unanimously.
Mayor Lannoye expressed his thanks to Dennis O'Neal for his work
in the Park while Mott Liek was on vacation.
Harry Patrick reported a potentially dangerous situation 6n the
sidewalk on Grant Road at the packing shed. Sidewalk has been
raised to a height that could permit a serious fall. Mayor Lannoye
requested that Harry Patrick contact Bill De Weert regarding the
possibility of using nrterial funds to construct a guard rail at
this location.
Mayor Lannoye read the resignation of Lawrence Letts from the Town
Council. flay Haase made a motion to accept the resignation; motion
seconded by Harry Patrick and passed unanimously. The Clerk was
instructed to write a letter of thanks to Mr. Letts for his services,
to the Town, on the Council and the Planning Commission. ,
Mayor Lannoye presented Mr. Dick Morrill to the Town Council.
Art O'Neal made a motion to appoint Mr. Morrill to the Town Council
to replace Lawrence Letts until the next election; motion seconded
by Ray Haase and passed unanimously. Mr. Morrill was sworn into
office.
After a discussion, the Council set the date for the next regular
meeting as Wednesday, September 3, 1969, August 20, 1969 was
agreed upon as the date for work on the preliminary budget for 1970.
Mayor Lannoye presented Resolution no. 1010 to the Council for
study. Resolution no. 1010 increases the 1969 budget in the amount
of $545.00; 'rnold Stevens made a motion to approve and pass
Resolution no. 1010 as presented; motion seconded by Art O'Neal
and passed unanimously.
John Carlson presented Ordinance No. 140 to the Mayor & Council.
After a discussion, the Clerk was instructed to hold Ordinance
No. 140 until the next meeting.
John Carlson presented Ordinance No. 141 to the Mayor and Council.
Ordinance No. 141 is related to the -credit to be allowed prisoners
serving or working out fines. Art O'Neal made a motion to approve
and adopt Ordinance No. 141 as presented; motion seconded by Harry ,
Patrick and passed unanimously.
Mayor Lannoye read a letter from Munson -Nash and Associates regarding
a possible admendment to the agreement previously signed with the
