The regular meeting of the East Wenatchee City Council was called
to order by Mayor Forrest Lannoye. Present were Councilmen Art
O'Neal, Ed Rich, Doug Hanna; Attorney John Carlson, Clerk Dorotha
McGee and Joe Carl.
The minutes of the previous meeting were approved as read.
The bills were presented to the Council as follows:

Art O'Neal made a motion to pay the bills with the exception of
the bill from Munson-1.1ash-Futrell in the amount of $750.00;
seconded by Doug Hanna and passed unanimously.
Mayor LannoTte presented a statement from the Wenatchee Valley
Clinic for Jess Mathenia, Sr. John Carlson stated that a claim
must be filed before the city could legally paid said claim.
Mayor Lannoye introduced Ron Weaver, owner of the Wenatchee Merchant
Police. Mr. Weaver informed the Council members of the functions
of the merchant police in East Wenatchee if proposed ordinance no.
159 is passed by the Council. The City of East Wenatchee will pay,
by agreement, $187.00 per month for the extra service of 2
merchant policemen. Doug Hanna and Ed Rich spoke in favor of the
plan; Art O'Neal spoke in favor, providing the merchant police
give satisfactory service to the contracting merchants.
Mayor Lannoye presented Ordinance No. 159 to the Council; Ordinance
No. 159 is regarding the Merchant Police operation in the Uity.
Ed Rich made a motion to approve and pass Ordinance No. 159; seconded
by Doug Hanna and passed unanimously. Effective January 1, 1971.
Mayor Lannoye presented Resolution no. 1023 to the Council. Said
resolution will increase the Police Dept. budget in the amount of
$400.00. Doug Hanna made a motion to pass resolution no. 1023;
seconded by Ed Rich and passed unanimously.
A discussion was held regarding overtime work preformed by Mott Liek.
Council members decided that Mr. Liek should take the extra time off
f or week end work at a time when it did not conflict with regular
work.
Mayor Lannoye presented the preliminary budget for 1971 for a public
hearing. Art O'Neal made a motion to approve and pass budget as
presented; seconded by Doug Hanna and passed unanimously.
Mayor Lannoye presented a proposal by Community Progress for sale of
the old P.U.D. building to the City for $88,000.00. A discussion
followed. Council members were not in favor of purchase.
Art O'Neal made a motion to adjourn; seconded by Ed Rich and
passed unanimously.
