The regular meeting of the East Wenatchee City Council was called
to order by Mayor Forrest Lannoye. Present were Councilmen Arnold
Stevens, Art O'Neal, Doug Hanna; City Attorney John Carlson and
Clerk Dorotha McGee.
The bills were presented to the Council as follows:
U.A.B. Warrants nos. 36 - 40
Munson -Nash -Futrell & Associates $89025.68
John C. Carlson 140.00
John C. Carlson 60.00
Security Bank of Washington 59630.00
Hugh M. Miller 10.00
Arnold Stevens made a motion to pay the bills; motion seconded by
Doug Hanna and passed unanimously.
Arnold Stevens made a motion to appoint Mr. Ed Rich as a City
Councilman to fulfill the term of Ray Haase until the next election;
motion seconded by Art O'Neal and passed unanimously. Mr. Rich
was sworn in as City r.t ouncilman.
Mayor Lannoye read a letter from Munson -Nash -Futrell recommending
that the U.A.B. contract for Main Street be awarded to the low
bidder, Moore Sanitary Const. Co., upon their presentation of a
performance bond. Said bond was presented to the Mayor and City
Attorney by a representative of Moore Sanitary Const. Co. I
Arnold Stevens made a motion to authorize the Mayor to enter into
the said contract; motion seconded by Art O'Neal and passed
unanimously.
Mayor Lannoye presented an application from the Eastmont Jaycees
for permission to sell Safe & Sane fireworks from June 28, 1970
to July 6, 1970; Art O'Neal made a motion that said permission
be granted; motion seconded by Doug Hanna and passed unanimously.
Mr. Erickson presented an application from the General Telephone Co.
for a permit to install the telephone cable underground in the
location of the Main street project. Doug Hanna made a motion to
grant said permit; motion seconded by Art O'Neal and passed unanimously.
Mr. Erickson suggested a meeting with the Commissioners of all local
utilities and the City Council regarding underground placement of
utilities.
John Carlson presented Ordinance No. 149 to the Mayor and Council.
Ordinance No. 149 relates to Condemnation preceedings; Arnold
Stevens made a motion to approve and pass Ordinance No. 149; motion
seconded by Doug Hanna and passed unanimously.
The minutes of the previous meeting were read and amended as
follows; the resignation of Dick Morrill was accepted by the
City Council upon presentation before the bids on the U.A.B. I
project were opened.

Mayor Lannoye quoted the prices obtained for vehicle signs. After
a discussion the Council decided to purchase 12 signs from Redts
Sign Shop at $7.00 each. providing that a lesser number of signs
may be purchased at a later date for the same price.
Bob Barr requested permission for a trailer to be placed in the
Shopping Center area. Said trailer is to be used by a contractor
as an office for a 5 or 6 month period. Council members were
agreeable, but John Carlson stated that to use the trailer as a
residence would be a violation of the zoning ordinance.
Art O'Neal made a motion to adjourn; motion seconded by Doug
Hanna and passed unanimously.
