Doug Hanna made a motion to pay the bills
with the exception of
these for Flani an, Libke & Jones and Wenatchee
Merchant Police;
seconded by Cliff Tvedten and passed unaninously.
John Carlson
to check on statement included with bill
from the Merchant Police,
Mayor Lannoye and Council members stated their wish to close the
U.A.B. project account at the next meeting.
Gary Cory, representing the Eastmont Jaycee's, discussed with the
Mayor and Council a proposal to build and donate playground equipment
to the city park dept, paint the restrooms and build a fireplace.
Park Commissioner Art OtNeal and Mr. Cory will decide on the type of
equipment and its location in the park.
John Carlson requested that a copy of the letter from the city to
local businesses be attached to the minutes of the meeting. He
a lso requested the following statements be included in the minutes:
(1) Apparently the Merchant Police is still transacting business
within the city, however no I'iierchant Policeman has been approved by
the Mayor and Council according to the provisions of Ordinance No.
159, The Mayor and Council were of the opinion that Merchant Police
service in the city had been terminated May 1, 1971 for the following
reasons: (2) The merchant police car was sold; (3) The merchant Police-
man approved by the Mayor and Council had been fired; (4) the agreement
with the city for $187.00 per month for merchant police services has
not been cancelled; (5) The appointment of Ron Weaver as Chief of
Merchant Police has not been confirmed by the City Council as required
by City Ordinance No. 159.
Mayor Lannoye presented to the Councilmen, a copy of the letter
forwarded to local merchants, explaining the City+s position in the
matter. The Mayor and Council expressed surprise that Mr. Weaver
felt the City was interfering with his Merchant Police business.
After a discussion, all present agreed that these were the facts.
Mayor Lannoye requested that John Carlson contact Mr. Weaver and
terminate the City's monthly costs for Merchant Police services.
The Council members consider the contract broken by Mr. Weaver as
of May 1, 1971, since that was the day he ceased providing service
to the city, without official notification. The Mayor and Council
feel the city is no longer obligated under the contract.
