HomeMy WebLinkAbout4/19/1971 - City Council - City Council Meeting MinutesApril 19, 1971 The regular meeting of the East Wenatchee City Council was called to order by Mayor Forrest Lannoye. Present were Councilmen Art OlVeal, Ed Rich, Arnold Stevens, Doug Hanna; Attorney John Carlson and Clerk Dorotha McGee. The minutes of the previous meeting were approved as read. Ed Rich reported on his consultation with Mrs. Randle regarding donation of land for street right-of-way. She will donate the land if the City Attorney will prepare the proper documents. Chester Ogee, Sr. Will have to be contacted regarding an easement on part of the property. Doug Hanna reported that he has requested Mr. Gootch to prepare as estimate of cost on roof repairs for the City Hall. Mr. Patrick inquired when the parking regulations on Main Street will be enforced. or if the City has plans for regulating parking. Mayor Lannoye explained that enforcement has been difficult because both Police officers have some night duty. Arnold Stevens reported double parking in front of the Eastmont Professional Building. John Carlson presented Ordinance No. 163 to the Mayor and Council. Ordinance No. 163 relates to placing utilities underground. Said Ordinance No. 163 was tabled until the next meeting, and the Clerk was instructed to forward a copy to the Douglas County P.U.D. Commissioners. Mayor Lannoye, with approval of Council members, appointed the following persons to the Board of Adjustment: Position No. 1, John Craven, Position No. 2, Darrell Morrison; Position No. 3, James Smith; all are for one-year terms. Mayor Lannoye and the Council discussed the possibility of hiring Errol Downs as a City Police Officer, Arnold Stevens made a motion to hire Mr. Downs for a 6 months probationary period, beginning May's, Sec6nded by Ed Rich and passed unanimously. Art O'Neal stated that he agrees to hiring a third officer on the basis that the officers do their work within the city limits, except for emergencies. Nayor Lannoye presented Resolution No. 1027; establishing baker street as a secondary arterial form 13th to 15th street. Ed Rich moved to pass Resolution No. 1027; seconded by Arnold Stevens and passed unanimously. Arnold Stevens moved that the City spend a maximum of $2,000,00 for the preparation of a propectus for the improvement of Baker St.; seconded by Ed Rich and passed unanimously. John Carlson presented Ordinance no. 166 to the Mayor and Council; said ordinance relates to a penal code for the City. Arnold Stevens moved to approve and pass Ordinance No. 166; seconded by Doug Hanna and passed unanimously. Ed Rich moved for adjournment; seconded by Art O'Neal and passed I • unanimously.
